A variable capacitor connected onto the capacitor bank of the ATU would be sufficient. Otherwise, how would you know if you have picked the "toughest" load?

Since both transmit and receive have issues, it would point to a common component failure.? These would be the circuits from the BNC to Q508.? I would start with verifying the BNC

Of course. A PTC resettable fuse in a SMD chip placed right next to the final amp would probably be a good idea anyway, if there's a good way to squeeze it in.

Perhaps because your wsjtx is showing an M6 go to settings in your wsjtx and change it to an M4 nearby like an M4 of KG32

The advantage of simulation is that it is easy to do what-if analysis.? Here are the results you requested:
RL14p=OPEN
PW=3.75 watts
VDp=202 volts
RL14p=100 ohms

Your point of limitation coming from quantization is correct in theory, but the limitation is a non-issue for the question of simulating a tough load to the FET.
