I think 500mw is plenty. 200mw will be fine too. The difference is only 3db. Results will all depends on two factors: your antenna and the propagation. I will say this though, you will get FAR BETTER

Have you measured the output voltage of the 7809? The fact that the problem doesn't happen when the higher voltage is applied to the PA suggests to me that there may be an issue around the regulation
