Mine seems to behave opposite - the amplitude is significantly higher via filters in CW mode than in Digi mode, or when no filter is set in CW.

Could be one of many things - we need more info.? One likely culprit is problems with the output transformer T507: primary/secondary windings shorting, soldering fault, enamel not completely removed
