Is there a connection from ground to the middle pin of the encoder?
Do you have an oscilloscope? If yes, check the signel at the left and than of the right pin related to ground when rotating. You

Torsten, there is a DC connection from the BNC center pin to ground through
the SWR sensor transformer. This is a DC short, not an RF short. It is
