How embarrassing. I counted the pins on IC3 incorrectly. My sincerest apologies. I really really appreciate tour help. Thank you for the prompt with the data sheet :-) Here is what I get for IC3 now

David, That is normal for T2.? Follow the schematic, and you will see there is a DC connection between all of the windings of T2. 73 Evan AC9TU

David, Here is the datasheet for the FST3253: https://www.mouser.com/datasheet/2/149/FST3253-113358.pdf Pin 16 should be at 5 volts. Pins 3 to 6 are correct at 2.5 volts. Pin 9 is DC connected through

Something I think might be worth mentioning. There is a section in the build manual (page 36) about a continuity check for trifilar T2. "The photograph (right) shows the trifilar wire ending holes
