Transmit monitor Blue LED is connected to the PIN #2 of the PIC
chip. There appears about 2.5V-DC when transmitting.

Yes I checked R6 already and it is 6k8.
R8 is closer to 1,8K than the stated 2,2k in the schematic.
The closer potentiometer I have in my spare box is 5k.

Mine draw around 85 mA at 5 volts.
Since you are at 6+ volts, I'd say your current is normal.

1) Do NOT use 10K pull-ups! It won't work! You need pull-DOWN's! Not up! If you see this problem, then you can connect a 10K

I think there is some variation in the ATTiny13 keyer chips. having
programmed over 150 of them with the software using exactly the same
programming arrangement I would say 1 in 10 chips

I had to add 10K pull-up resistors to the speed selection jumpers. This solved my
problems with unreliable setting of speed, and other strange behavior.
