I had a 7812A regulator in the junk box, and added electrolitic capacitors on the input and output plus a 1n4007 diode in series to drop output voltage to 11.4VDC.

Disconnect from power and check resistance to ground of 5V and 3.3V. Should be a couple of K or more for both of them. Should give you an idea of where to start, anyway.
