Jim,
IC2 is the 3.3v regulator. It's located right of the jumpers between C2 and C3. The schematic will tell you where you can test for the 3.3v.
Can you post a pic of the antenna jack on the board. That would be the first thing that I would check to make sure it's not shorting as described in the manual.
