11m JS8 is extremely active in Europe on 27.245 MHz (Channel 25) including some US stations when propagation is good. And at least one Asian on occasionp (me). There's orders of magnitude more JS8 activity on 27.245 than I've ever seen on any amateur band.?
Whether 11m digital is allowed in Europe, or it's just that neither the practitioners nor the regulators care in the least whether it's allowed or not, I'm not sure...
