Do you think it could deliver power with a short windings on T1? I mean 3 to 5W at 12V for 3:2 turn ratio?
If you have a working QDX, could you please be so kind and let us know if your T1, R2 and R4 becomes hot (hot mean cannot keep a finger on it) after a WSPR TX (2min)? Maybe we, the one with this issue, have a real problem and the circuit is all right.

Sounds like a short in the windings. Or was wound for wrong voltage. I would start there.
