Thanks Alan. You are probably right. I tried that. The 12v line is not a dead short. It measures ~5K. Something is drawing current. The 7405 is putting out 5v.

It seems likely that an ohmmeter will find a short circuit to ground on the 12V line.
Maybe a whisker of solder, look carefully.
