That is certainly good logic and the place to start. Those points
you mention, or a solder bridge/short (possibly to ground) along the
path from the drains of the PA FETS to the antenna socket.? Make
sure those L1, L2, L3 toroids all had the enamel on their wire legs
stripped and soldered properly, several builders have commented that
this is where they had an issue.? For a start there should be a
direct (zero ohms) path from the antenna socket center pin through
to the junction of C29/C27/L3, and no path between the antenna
socket center pin and GND.
