You probably right. My logic is that spikes/pulses can be reduced with low value caps say 0.1uF........... Larger caps say 470uF level out slow changing voltage levels but take a longer time to charge up. So the voltage on pin 7 will take longer than pin 20 to get to full voltage ~ quite how this affects the processor I don't know. What I do know is the encoder noise is low and starts up every time.
