On page 1 of the operation manual for ProgRock it explains that the serial programming mode is only enabled if the 4-way DIP switch is in a certain configuration. If you have not fitted the 4-way DIP switch at all, then you can't choose this initial power-up switch configuration that enters serial programming mode.?
I suppose you could fit a jumper over that switch so that it is always on at startup. Have you fitted a jumper?

ProgRock was connected to the PC via RS232 to TTL converter ( LT1181A ) .Since the serial interface is going to be the only method I use , I have not fitted the 4-way switch and the button. TX, RX and Gnd were soldered directly. Before connection to ProgRock a test with the terminal was done with a loop between the TTL TX and RX cables. ATtiny version is PRI.01a. At power up no character is sent to the terminal moreover the <?> command returns nothing .?
