I'm guessing the IC1 is faulty.
Measure the TXD out from the GPS module (pin 20 to R1) and see if it's locked up or is producing a serial output. ~DMM or scope would suffice I guess.
If the GPS module seems to be fine it's likely IC1 74x08 as it's connected to the 5V supply rail. The GPS module is fed from the local LM317 and it would be fine (thermal protection) if a higher voltage is applied.
