I ran again the tests for the smps boards and discovered that the voltage regulator of the 3.3V board is dead. It simply outputs the input voltage. Grounding LIN_REG_EN has no effect.
Since the QMX reported that that eveything was fine on the 3.3V side I assumed that the 3.3V SMPS board is working, seems I was wrong.
I ordered some new smps boards. Lets hope the qmx survived everything.

Vdd to GND is 2.1 kOhms, Vcc to GND is around 10kOhms, Vcc to Vdd is also several kOhms.
