Ok, replaced Q102 and D109 and at least the symptoms are different, but still not working.
Quick synopsis here and I'll start documenting the waveforms and voltage levels.
Replaced Q102 and D109 (Q111 drain still lifted) and tried powering on. I could see a nice waveform out of Q108 and Q109 now, but they would drop after 2-3 seconds. I think the processor gave up on 3V3 and dropped LIN REG EN at that point. Since Q102 was no longer a shorted device, everything shut down.
Got brave and reconnected Q111.?
Now I still get the nice waveforms, but LIN REG EN stays on probably because ADC 3V3 is sitting at 1.4v. And the source of Q111 is 3.8 so we still have that mismatch. ADC 3V3 should be reading 1.9 based on 3.8 at Q111.
It is drawing about 210ma at 7v.
So, with that I'll go into full measurement mode. Unless someone says "oh, well in that case it has to be x".
