You have it correct.? ?The "shiny" black toroids are coated with a glossy lacquer, but they do this by spraying while the toroid is laying flat, so one side of it is still flat black.? The "dull" black toroids have no lacquer coating at all, they have the original flat black carbon-like exterior.
