Is it possible that you are over thinking things a bit?

You should be able to get close enough by tuning for
maximum signal loudness, with a 700 Hz'ish sounding tone.

If the other guy keeps drifting up, or down, after you
stop sending, that might mean you are guessing wrongly...

I doubt anyone you work on CW will think less of you if
you are off frequency a smidge.
