Steel needles are not for punching through the solder filled holes
It is for; you heat the pad, then insert the steel needle through the melted solder gently, solder won't stick to the needle, when solder cools down, you pull the needle out, you have a perfect hollow hole :)
I perfected this technique changing BS170s :)
