Bill, for a broken IC203 in most cases the resistance between the VDD rail and GND is very low, only a few ohm or less. Here you find a testpoint for VDD (Vdd). Please remove all the boards from the mainboard before checking.
A value around 9 kOhm or more is ok.

And what is the fix if that is the issue.
No fix until now.
