it looks like a Rev. 1 board with the known issue. Please read , section "Q103/Q104 drains short on the 5V regulator board"
3. Should the center conductor and outer conductor of the BNC connector be shorted (radio off, no antenna connected)?
For DC its connected via T507 (see schematics page 5).
