QMX Diagnostic help, please

I built my QMX a couple of months ago. When I first powered it up, I did so on a current limited supply at 9v, 200mA. The QMX is built for 12v. When I push the left encoder, current drawn remains at 0mA, I pulled it apart and checked all joints on the power boards and the control board. I reflowed the control board connections and traced the button to the pin on the 9v power board. All seems well. There was what might or might not be a solder bridge on the power board... it was hard to determine, but it was cleaned up and all joints are clean now.?

I don't know what voltages I should be seeing at any point on the power boards or anywhere else, so would appreciate some guidance here, please.

I have visually inspected the main board and all seems well. I have pretty terrible eyesight though, so it is possible I missed something. I did use a USB microscope and took my time, so am reasonably confident.
