It sounds like you're listening to the wrong sideband, but I don't know how that could happen. Have you verified that you have good image rejection / single-signal reception? On receive, your LO should be offset by the pitch, or 700 Hz, which will result in showing the actual frequency of a properly tuned received signal. And on transmit, you should be on the indicated frequency.
