It sounds like you're listening to the wrong sideband, but I don't know how that could happen. Have you verified that you have good image rejection / single-signal reception?

On receive, your LO should be offset by the pitch, or 700 Hz, which will result in showing the actual frequency of a properly tuned received signal. And on transmit, you should be on the indicated frequency. Have you listened to, or otherwise verified that your transmit frequency is as shown on the display?

Ordinarily in CW mode, the displayed frequency is also used for transmission." Understood, however the error seems to be twice that. Having the display show received frequency would make things easier I would think. Maybe I'm wrong.
