I've received several parcels with DHL, from all over the world, and they have good service. They can do all customs formalities on your behalf, however, the level of bureaucracy is rather intimately tied with local import/export regulations (which can suck big time), so there can be some extra delays outside their control. They have a policy (here, at least) according to which, if the parcel isn't cleared from customs in 5 working days, it is returned to sender.
For Romania, as soon as they get hold of the parcel, they send you a link where you can upload all the required customs documents (scanned, in electronic form). When the parcel finally enters the country (few days, with DHL Express) they use those documents to clear the package from customs and they immediately send you a bill with whatever they have to pay. You need to clear that bill in order to receive the parcel, the good thing is they send you a link where you can instantly pay with a debit card.
So, IMO it's ok with DHL most of the time (my QMX reached my door in a week, which I find satisfactory).
