This is true for RMS detectors.? As peak detectors, diode-type power measurements overstate power when measuring modulated signals, and also overstate the effects of harmonics.??
If you look at the unfiltered output of your transmitter on a spectrum analyzer you may be surprised/dismayed by the harmonic content you see, especially on the low bands.
