Paul Donovan VK4ZJD has gone Silent Key, passing away in
Cairns Hospital Monday 1st March following a long battle
with cancer.

Paul and XYL Maureen operated a business in Tully for
many years and Paul was a long time participant of the
North Queensland Net, always making it in from his QTH at
Tully Heads with a strong signal, even when operating on
jury rig during the aftermath of Cyclone Larry and Cyclone
Yasi.

Paul was a member of The Townsville Amateur Radio Club for
years, then became a member of the Tablelands Radio and
Electronics Club and drove the long kilometres up the range
to participate in all the Horse Endurance Ride communications
support events that TREC did.

A minutes key down silence was held on the North Queensland
Net as a mark of respect for Paul.

Paul's Celebration of Life took place at a memorial dinner
held at the Tully Heads Tavern on Friday evening March 5th
attended by family and friends.

Paul's expertise and friendly voice on the airwaves will be
sorely missed.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

For those old enough to remember the structures that carried
the WIA name for many years, you will remember that they
were known as divisions. What is now known as Amateur Radio
NSW was then called the NSW Division of the Wireless
Institute of Australia and so on around the country. To
manage the structure, the Federal Executive worked from
Melbourne and the VK3 Division provided the people who
filled the positions.

This was a drain on the resources of the Victorian Division
as you might say they were having to have volunteers to run
the Division and the National Office. Of course, there were
times when the more populous divisions felt that they should
have a greater say in the affairs of the Institute based on
membership numbers. The less populated States wanted to see
that they weren¡¯t disadvantaged by a voting bloc formed by
the states with high metropolitan numbers. Well you know the
sort of arguments that people raise when feathers are ruffled.

Now this brings me to the forthcoming election for Board
positions of the WIA. We can hear and see from the
biographies supplied to National News that we have some
very well qualified candidates standing this year.
Professional, trade and academic backgrounds are important
to our Amateur Radio Service as the Institute engages in
consultation with the regulator, Standards Australia and the
international Amateur Radio Union for starters. The WIA is a
company and our elected board members assume the
responsibilities of being company directors, once they are
elected. This means that people who haven¡¯t filled this role
in life are required to undertake training to properly run
the Institute and also protect themselves as the penalties
for wrongful actions can be quite serious.

One thing to remember is that the WIA represents its members
and it also carries the responsibility of speaking for the
Australian amateur community when engaging with the IARU,
ITU and World Radio Conferences. Although the membership has
fallen in past years, the 3,000 odd financial members carry
the costs involved for the total 15,000 odd amateurs in VK.

What I am illustrating is that the task of the board member
is a responsible one and one which has to serve the
diversity of the whole community as well as the particular
needs of the membership. If some of the issues that caused
dissatisfaction, prior to 2004 when the WIA structure
changed, are to be avoided we should make our choices of who
has our vote on the basis of whether we believe that person
will fairly and capably do the job that they stood for.

We can¡¯t afford to have voting blocs within a board room.
We must have directors who place the amateur community first
and other allegiances second. We must have people who are
prepared to work constructively to progress the work of the
WIA and not just turn up for the meetings.

I have been speaking of the responsibilities of the
directors but fellow WIA members, the election is our
responsibility and our duty is to choose wisely for the
benefit of us all.

I am Chris Dimitrijevic VK3FY and I am seeking your
support in the forthcoming WIA Board Election.

I have been a licenced Amateur Radio operator since 1979.

Married with three children, two are currently licenced
amateur radio operators.

I have been active in various Amateur Radio clubs including
a long-time WIA member, also a WIA Accredited Assessor for
16 years and currently an AMC Assessor.

President of South Pacific Contest Club from 1985 to present

What do I believe in?

Bringing greater value and transparency to the members of
the WIA

Greater participation of the entire amateur base

Having closer partnerships with WIA Members, Clubs, the ACMA
and the AMC

We need to increase the membership base of the WIA

Introducing the hobby to the younger generation and to the
community at large

Involving the younger generation in competitions within the
hobby ( this was how I introduced my sons to the hobby
through the JMMFD )

Amateur Radio needs to be fun, not just to the current
long-term hams, but also to those who will become the future
of the hobby ( the as-yet to become hams ).

Providing Education, Technology, Presentations, and Study
Materials to members and prospective future new amateurs.

I look forward to serving the Amateur Radio Community if
given the opportunity.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

The process for the election of Wireless Institute Board
members is well under way as is the consultation processes
to lodge a response to the ACMA discussion paper.

These are important issues for the amateur radio community.
The election will in large measure determine how the WIA
responds to the needs of its members and the wider amateur
community for the ensuing 12 months. The ACMA consultation
is raising some deep analysis and in doing so is exposing a
poorly drafted document.

The ACMA is being squeezed for operating funds although its
various commercial clients contribute hundreds of millions
of dollars to the Government. Hiving off a segment of its
responsibilities is a cost saving device and meets some of
the current political instructions to reduce the
administrative burden. The regulator wants to implement the
Class Licence, or Option C, model. Because of the wording
and possibly poor drafting of the paper, there appears a
consensus forming around Option A to stick with the devil we
know rather than adopt the proverbial pig in a poke.

One noticeable feature of debates around issues in our hobby
is it seems the majority of critics are capable of wielding
their displeasure like a sword but when it comes to offering
workable solutions to issues, or heaven forbid, volunteering
and doing something productive they melt away like the
proverbial thief in the night. So the question that I have
is how much credibility should these wordy warriors receive?
Unless people are prepared to contribute positively should
they even have a place at the table? Putting the boot in,
even metaphorically, has never been considered fair play and
why when we like to think we have an ethos of equity and
courtesy as part of our hobby, why should we tolerate bad
behaviour whether on air or on the internet or within our
organisations?

Poor behaviour and bullying needs to be called out and the
perpetrators shown up for the poor behaviour they have
displayed to their colleagues and others. Of course, at times
decisions are taken to ignore, as far as possible, the bad
behaviour in an attempt to complete the tasks at hand. This
is a course which has its own problems because the annoying
people can still try and disrupt things. Then they can try
and show how implausible the other party is in not
co-operating in their bullying. When poor behaviour happens
within small organisations and not for profit bodies, the
usual protections of the written law are practically not
available. That is to say, the financial cost of contesting
the bullying is beyond the resources at hand.

Clubs need to be fair to members and to do so they should
have a clear policy which places bullying at odds with
membership. If normal requests fail to stop the bullying, a
club should exercise its right to expell those at fault.
With the vagaries of defamation law, it is probably
problematical for an organisation to go the ¡°name and shame¡±
route. This is a dilemma which the newly constituted board
may have to address, in due course.

So as we hear from our candidates and think over the WIA
poll, we should consider not only experience and
qualifications but also the embodiment of our hobby and the
character of the good ham.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

There are times when a bit of luck causes a person to
re-evaluate their way of doing things. I seemed to have that
bit during the past week when I went to do some things and
the broadcast radio was playing in the background. I really
wasn¡¯t planning to be diverted but then the interview
started to pierce the concentration. I caught up with things
when the person being interviewed explained how he came to
change his way of doing things.

The program was around books and the author was one
Professor Adam Grant whose latest book was released just
days ago. Adam Grant is regarded as an expert and is an
academic as well as a well published author and his
speciality is organisational psychology.

Prof. Grant is a teacher at Wharton College and, as an
author, has been on the New York Times best seller list.
He admitted to a type of dogmatism in presenting his ideas
but then he underwent an epiphany which he now teaches and
presents in this latest book ¡°Think Again¡± is the short
title. Using his personal experiences and well accepted
research he demonstrates a technique which aids decision
making in most areas of life.

Sorry if this sounds like a dust jacket blurb but this is
about where I caught up with the radio interview. He pointed
out that if you try and rebut someone¡¯s understanding it
simply causes them to hunker down in their thinking and you
will never come to a meeting point. I have been in
encounters of this type so I know what he was saying. What
Adam Grant has come to understand and practice is speaking
ideas in a way that you know is right but listening to others
as if you are wrong. Well that was part of that cover blurb.

What he explained is we need to say what we think and
express interest in the other people¡¯s ideas.

This might be seen as simply a management tool but when we
think of our interactions in private life and within social
groups like clubs this skill enables us to gain personal
understanding which we might otherwise miss out on and more
readily enable others to share their opinions.

By letting people know you wish to improve things and that
you wish them to give you input you start a process of
cultural change.

By telling people you wish to understand their point of view
and not arguing the point but using open questions you get
to understand and they get to understand your position too.
In the speak of the times, this is a win win solution and
our enterprise can grow in ways that perhaps we individually
could not see.

So in my type of paraphrase of Adam Grant and ¡°Think Again¡±,

Ipswich and District Radio Club held a very successful
WICEN Open Day at the clubhouse on Saturday 13th February.

In this special report ¨C you will hear that visitors
attended from as far afield as Woodford, Gold Coast and
Toowoomba, with Darling Downs Radio Club also setting up a
display. A good number of operators setup their own stations
and repeaters to demonstrate what happens at a WICEN supported
event.

I had direct feedback that previous announcements on WIA and
QNEWS helped raise awareness of the event and this was
evident by around 40 members and visitors on the day.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

I have seen that some clubs are already preparing submissions
to the ACMA Consultation Paper.

Likewise I have noted that many operators are firming around
Option A, the choice to keep matters as they are. So it was
a shock to read a post during the week that appears to
contain an email response from a senior person within the
Regulator.

There have been people suffering widespread interference on
some of the shortwave bands which are primary allocations to
the Amateur Radio Service. The interference is of the type
which is typical of the over-the-horizon-radar used in many
countries, including Australia. It is reported that some of
the effected operators emailed the ACMA to report the
interference, as is their right. After all what is it that
has the equipment and authority to verify the disturbance
and set in place the means to have the offending
jurisdiction informed, if it isn¡¯t the regulator?

As I understand the system, as it was written up many years
ago, complaints of interference from outside Australia are
verified and the information passed on to our Department of
Foreign Affairs which then, in turn conveys it to the
opposite department in the country concerned and it is past
to the regulator for action. It certainly seems long winded
but it has been very effective for removing amateur band
interference, often caused by accidental emissions. My
little story has a further twist.

A copy of a form email was posted which seems to come from
the ACMA and it states that the request is low priority.
When the ACMA was telephoned to clarify why a complaint of
interference to a gazetted amateur band was not going to be
actively addressed, the operator was advised that in fact
some work had been done and it would be passed onto the
appropriate amateur bodies to refer to the international
bodies.

You will note that I pointed out the published procedure was
for the regulator to initiate action via the diplomatic
channels.

This is the format required under the various treaties to
which the Australian Government is signatory. The
International Telecommunications Union is the body which is
now part of the United Nations structure and which is the
overarching governing and advisory body for telecommunications.
The International Amateur Radio Union, IARU, is the
coordinating body for the 3 regions and forms an advisory
function to the ITU via the World Radio Conference.

You will note that the IARU is not regulatory body as that
is a function of government and we are served, or otherwise,
by the ACMA in this regard.

Now what this incident, if it is correctly reported, means
is that we already have a de facto Class Licencing regime
with little effort to uphold Australia¡¯s international
obligations.

I hope and I pray that this incident is an aberration or the
reports aren¡¯t actually correct. If this is correct, I believe
it invalidates the statements in the Consultation Paper.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

Time has passed since the dramatic consultation paper from
the ACMA popped up on our screens. Already I have been seeing
consolidation of thoughts without the detailed analysis of
the different options and the possibility of thinking of a
more suitable formulation than the Option C, Class Licence,
that the Regulator proposes.

It seems that the first reading, for most people, focuses on
the declaration that a class licence would remove the ACMA
of all responsibility. Now several sections of the
Discussion Paper refer to ITU requirements that must be met.
How many people who are familiar with the International
Treaty that governs the Amateur Service have checked further?

I suspect not many!

To misquote Lewis Carroll, let us start at the beginning.

We the amateurs here assembled need the base information to
build a formal critique of what has been proposed. Remember
that simply because we receive a proposal, this is a
consultation and that very much indicates the capacity to
negotiate the matters which are important to the continuation
of and development of Amateur Radio in Australia.

Surely we can have safety provisions to protect primary
amateur spectrum from interference from services who operate
outside the parameters? Do we remember the interference that
certain Over the Horizon Radars have caused on HF in recent
times? Those who fail to learn from history are bound to
repeat its mistakes is a maxim worth remembering.

As if the gods of coincidence had looked upon us, when
Amateur Radio magazine number one for 2021 arrived I was
delighted to read a well presented and constructive 2 page
article/contribution by VK4YE, Chris Bourke. It is
serendipity that this piece has been published coinciding
with the release of the ACMA Consultation. Chris who is a
graduate teacher has drawn the practices of other English
speaking jurisdictions in training and examining for
accreditation of the various grades of amateur radio licence
and the issuance of the necessary documentation.

I can do no better than quote the closing paragraph from
Chris, ¡°For our future¡¯s sake, the present system must not
be allowed to continue in its current guise.¡±

So from the video of VK3YE last week to the written words
of VK4YE, this week, I ask that people forget their hobby
horses and consider where you want Amateur Radio to be in
the future.

Time is ticking and the subject is detailed and excites many
people even into their wallets. I am speaking of the
consultation paper from the ACMA with the preferred option of
placing the Amateur Radio Service into the Class Licence
category. Now most of us will have received the email
announcing this process, if we have registered with the ACMA.

That is almost a book by itself and if you don¡¯t feel up to
reading the Consultation Paper and the suggested legislation,
I suggest that you sit down and take in the video
presentation from VK3YE.

There is a lot of matters to consider and the more people
who are involved in thinking over what the benefits and
drawbacks of the options are the better the input to guide
the regulator. To this end, Peter, VK3YE, goes through the
consultation paper easing us into the process of
consideration. I believe that every radio club should,
NO MUST, spend the time to go over this paper. Those of us
who are not affiliated should spend the time to at least
watch the video and decide if they have any points to make.
Then, most importantly, clubs and individual amateurs, need
(as they used to say) put pen to paper and submit our ideas
prior to the cut-off date of 2nd April, 2021.

For the users of social media, this has been a hot topic
during the first day of release of the discussion paper and
no doubt the heat will remain for the next few days. However,
I would like to think that cool reflection will come to bear
and the inconsistencies and possible threats to our hobby
will be extracted and well mulled over.

With the remainder of February and all of March to assess
the implications of the preferred changes and the
alternatives presented, it should give all clubs time to
hold discussions and get a formal response prepared. At the
time of preparing this segment, I have no indication whether
the WIA will be calling for clubs to support a common
response or polling amateurs in order to collate submission
which represents a large body of opinion.

Please, my fellow amateurs, don¡¯t leave this until the last
minute and don¡¯t just put it in the too hard basket because
woven into the structure of this consultation is the reform
of not only licencing but also assessment and certification.

Reading between the lines, there could be the promise of
on-line testing and assessment along with rapid issue of
your operator¡¯s certificate. As I have said, there is a lot
in this paper and it is our responsibility to give it our
best thought and reply.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

It is that time when the summer holidays are over with the
primary, secondary and tertiary education sectors resuming
their work for this year. It is a marker with the sales of
stationary and other supplies going at discounted rates.
The broadcast year for radio and television is picking up
with programs designed to win the audience share and in ways,
the world feels normal.

Out in the land of the radio-electronics hobbiest, the clubs
are resuming normal programming also.

Still the world sits in awe of the pandemic and the struggle
to provide treatment and preventative medicines and the
politicians are hoping that the vaccination program will
allow many of the health restrictions to be waived and life
resume with a feeling of normality. With overseas issues in
production and establishing the logistical framework for
delivery, we have seen the prospective time frame go back
further.

We are seeing some of the major overseas amateur events being
cancelled for 2021 in the USA and Europe because of the
uncertainty of vaccination programs occurring. Public safety
is the focus and it is still the concern for club meetings,
field days and contesting. The questions are whether events
can be re-framed to on-line, to be waived or called off or
have rule changes to allow a modified participation.
These are the things that we have to look at now but be aware
public health orders can change as circumstances of COVID
alter.

It isn¡¯t just the in house matter that are effected but also
other events like the great outdoor sausage sizzle fund
raiser. Sporting event organisers which have utilised
amateurs for event safety and general comms will be facing
the same decisions and choices, also. As part of the wider
community, we need to remain flexible and adjust to
circumstances as they occur.

These days the wider amateur community will have internet
access and many will have the pleasure of broadening their
enjoyment and knowledge via YouTube. The past week saw the
regular experimenter, raconteur and commentator on matters
amateur, Peter Parker, VK3YE, release a documentary on the
issues that have been brought about in the examination and
licensing with long delays distressing many people. Peter
has used the Freedom of Information access to obtain
documents from the ACMA.

If you are interested in the background to the situation
that we have reported and which has been addressed on social
media platforms, I would recommend that you take some time
to watch this report and the shorter feed back video that
Peter has posted. His information is sourced and corroborates
much of what is in the public domain and draws several
threads together but may not yet provide the full detail to
this piece of recent local history.

I would hope that we can prepare for the rest of the year
safe in our planning and secure in our flexibility to adapt.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

During the past week there was something that made me turn
back the years of memory to reflect on how we treat our
younger colleagues. We don¡¯t need to be a trained psychologist
or an education professional to remember how we were in our
teens.

There is the academic evidence of the field of developmental
psychology which informs many professions and there is the
stream of our own memory which can recall what it was like
for us to be teens.

There is that mind awakening when we tend to see the world
around us and all it¡¯s faults and beauty as something that
we can conquer and remedy. It is the blind faith of youth
that amazes the older people who have had to deal with the
issues that they can¡¯t overcome because the system has beaten
them. It is the innocence that provides the clarity of
thought that sees answers to problems in society without the
experience of a longer lived life. It is the naivety of the
young to use the language that disturbs their elders because
there may be issues of truth in it.

Now what has all this to do with amateur radio?

Simply that over many years, the hobby has sought to
integrate youth into the mainstream of the hobby and failed.

Why has it failed?

We need to think back to our youth and try and remember how
it felt to try and understand our elders.

It is not simply a matter of language but the attitudes that
we all cloak ourselves within. At a certain stage adults
have had sufficient life experience to adopt the ¡°been there,
done that and have the T-shirt¡± attitude. The young person
and particularly those living adolescence has not reached
the brain development of an adult and the reasoning capacity
tends to view the world in shades of black and white without
the nuances of colour and subtlety that older minds may have.
This seems to be well born out in the words of neuroscience
and psychology.

Now this discussion was brought about by a new amateur who
posted a query to a radio group concerning use of amateur
gear on CB radio. The responses were reasonably quick and
included remarks that the person was new to the hobby, they
needed to harden up and the inevitable claim of having been
on radio since Adam was a boy. Sadly, no one seemed to
address the question appropriately for a young person let
alone one trying to understand the ethos of certain aspects
of radio linked hobbies.

The level of comment ended with the questioner expressing
dissatisfaction and saying they were leaving the group. Now
if the group was only meant for hairy chested old men, it
should say in it¡¯s description but it is generally a
knowledgeable and supportive radio group that includes
amateurs and CB operators and even runs amateur nets. I think
at times people get provoked at having to justify a stance
and react against the questioner rather than considering it
a part of being a good mentor and responding as if they were
young enough to need to ask that question.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

Over the past several years, there has been both an overt and a less
obvious amount of bad blood circulated amongst this community. It
almost seems intrinsic that families and communities develop attitudes
and opinions which can be forcefully held. It seems that the expansion
of the various social media platforms have taken some of the
overheated rhetoric from the internet bulletin boards and allowed it
to proliferate within interest groups. Amateur radio has not been
devoid of this migration of excessive language.

Over the years, at various times, I have cautioned about the use of
language which importunes the reputation of people after the
successful defamation case in Western Australia where emails were
taken to have damaged the reputation of the successful litigant. Now
if the rumour mill is correct, sadly it would seem that there has been
another successful defamation case over matters which were published
on the internet. This case appears to involve two radio amateurs. Now
I say this is an alleged case as I have not been able to verify any
details but I have seen posting which would suggest that the parties
involved are known to others in the radio community.

I would like to remind all listeners that not only matters which are
¡°published¡± by being printed or communicated electronically can be
actionable if they reflect on someone¡¯s reputation or on a business
reputation. That cosy chat on the air, which is available to all the
listeners with suitable rigs and scanners can also put your life
savings at risk. We need to remember the motto from the wartime,
¡°loose lips sink ships¡± except it is the metaphorical canoe in
which we are sitting that is at risk.

Part of the issue is that the cost of defending a case of defamation
can be more costly than any payout awarded. Often the legal advice is
to settle the claim for the least amount and move on with life.

This is a serious subject and one that we should not disregard. Some
of the comments that I have seen on the internet make the hairs on my
neck curl and some of the statements made on air and particularly 11m
make the blood rush to my head by the sheer danger they could pose to
the person speaking. I mention CB in this context because there are
many operators who use the citizens bands as well as the amateur bands
and this includes people you may hear on the WIA News broadcasts.

I believe we all need to take the proverbial chill pill and remember
the words of the Amateur¡¯s Code. If we show respect we should
receive the respect of our fellows.

President Peter VK4SIR reminds members to note the swapping
of days for business and social meetings. Next business
meeting will be Monday 11 January at 1930 hours, with the
next social meeting Monday 23 January at 1930 hours.

There¡¯s no digital group meeting this month. They kick off
again 1st February also 1930 hours. And Ipswich WICEN has a
big year planned to support several marathon events with
communications. The first will be the Pinnacles Classic on
Sunday 21st February. Before that on Saturday 13th February
between 1000 and 1400 hrs members can check out a WICEN event
at the clubhouse. Various operators will setup and
demonstrate portables and base stations with portable masts,
antennas and more.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

Sometimes serendipity occurs and not only does something
happen at the right time and it also says what you would like
to have said. Today was just such a day when I read a post
that at least two other amateurs thought worthy of sharing.

¡°I¡¯m an engineer, I understand the technology, but when I sit
down at my radio and put those headphones on, I am in a world
with no war, no politics, nothing but friends, and it¡¯s that
magic of what I built, and what they built that enables us
to talk.¡±

I'd suspect that it comes from the same era as the Amateur¡¯s
Code and it encapsulates the ethos of our hobby, amateurs are
¡°nothing but friends¡±.

This is really something to think about at the start of another
year and seek to refine our thoughts and practices for the
best outcomes. The week that people discuss their New Year
Resolutions has past and now is the time we consolidate our
choices for the months ahead.

One of the issues that we personally and collectively have to
deal with is discussions of things that matter. It may be the
preference of operating modes, whether we should run a club
station in a contest or are open line feeders better than
coaxial cable. The subjects are as varied as you like. Now I
did say discussion and I think we have all fallen foul of the
person or clique that likes to justify themselves by
belittling those with whom they disagree. The subject may be
quite uncontentious in itself but the reaction is
disproportionate.

In politeness, we may suffer the first couple of outbursts but
there comes a time when further interactions are futile and
just time wasting. How much more beneficial to all concerned
if we got on with dealing with our friends? Of course, this
is a form of bullying and this behaviour is not tolerated at
schools, in workplaces and in public. So realistically we
should not tolerate bullying in our private lives and
definitely not in our clubs.

For the self absorbed bully, being ignored is a form of
punishment. The narcissistic personality flourishes on being
acknowledged as that feeds their sense of self importance. If
we have to stop personal interactions and even suspend or
expel someone from our club, it is the best remedy to a
totally unacceptable behaviour.

We don¡¯t have to be sitting at the rig for this sense of
friendship to exist but that is perhaps the pinnacle. We
don¡¯t have to be concentrating on the signal we are copying
to escape the bad things of life but having friends gives us
comfort. We don¡¯t have to exclude the world to dismiss the
trivia of politics to engage with real friends. I believe we
need to behave with respect to others and those that
disrespect us we ignore. I believe we can share ideas and
discuss differences and still differ but hold the others in
our esteem. I believe we can all contribute to a better life
in amateur radio, this year, by practising mutual respect and
disregarding those that try to provoke us.

On behalf of the committee, members and friends of Ipswich
and District Radio Club, let me wish you a happy new year
for 2021.

This past year we have learned to do many new things as the
world adapted to Covid - one of those was the video
conference meeting ¨C more likely Zoom or Skype. Our club was
among many who adapted to holding meetings this way before
face-to-face meetings resumed.

At December¡¯s business meeting held at the clubhouse on the
14th members approved and welcomed two new members ¨C welcome
Laura VK4LAU and Darryl VK4FDGM.

The club remains active as the minutes show with Glen VK4HMI
reporting the regular nets with Maple Ridge Club in Canada
going well.

President Peter VK4SIR reminds members to note the swapping

Hello, this is Lyndall VK4ZM with some news from the rainy
North.

Be at 10 Rupertswood Drive Alice River by 1pm today armed

drinking water and a hat and help harvest a heap of Ferrites,
Power Switching Components and other goodies for theTARCinc
and grab a few of the goodies for yourself. Make sure you
arrive wearing enclosed footwear to protect your tootsies in
case gravity takes control of your harvest of goodies.

The Ferrite Fossick was supposed to happen last Sunday but got
rained out. It is possible that it could also get rained out
today - so keep an ear out at the end of the Townsville QNEWS
transmission for an update on the event.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

For many, it is traditional to do a retrospective piece at the
ending of one year and the start of the next. I think that we
all have our own memories of the past year and perhaps that is
the best place to leave it, in our memory.

The summer season is normally a good period to take advantage
of the radio conditions and for newer members of the clan who
have never experienced the rise and fall of sunspot cycles, it
can hold a trove of memories to be treasured. Already the 10
and 6 metre bands are holding promise of good things whilst
the lower HF bands are also showing promise. The sad thing is
that so many of us are experiencing interference from the
cheaper electronic products that surround us.

For most of us, we will have VHF and UHF equipment of various
kinds from handheld radios to complex stations devoted to the
more exotic pursuits. Some of us will never have participated
in a contest or field day and this month is a great opportunity
to indulge at your own pace. Have a look at the rules for the
Ross Hull Memorial Contest.

A whole month to explore what the electromagnetic world can do
and at the same time let you gather points as you make contacts.
Go on, give it a go!

I have noted a trend in newly minted hams and some that are a
bit crusty to rush to the groups that they have joined and
ask questions or make criticisms of things they missed
learning during their study. Some of the traditions of this
pursuit are encompassed in that slightly strange expression
of ¡°life long learning¡±. Having a copy of the ¡°bible¡±, either
the RSGB or ARRL Handbook was almost as important as having
the ticket itself. This gave amateurs access to a high
standard of knowledge in answering technical questions in the
days before a ¡°wiki¡± was thought to be better than a book.

Being able to nut out problems and find answers were ways of
making knowledge stick in the memory and at times you could
prove a book was wrong. Before lot of learning was done via
internet sources, when radio clubs were running training
classes and individual amateurs took newcomers under their
wing, there was time to talk about the history of radio and
how the amateur radio traditions came about. People could be
encouraged to ask questions and in return they would get a
respectful answer. Recently I have noticed group
administrators putting posts up for people to dispay courtesy
in their replies. It may be that some people only find their
sense of adequacy in trying to belittle others but these
keyboard warriors are just alienating others from enjoying
this small part of the hobby.

Let us try and be the best mentor to our fellow radio hobbiests
that we can and in turn they will repay our efforts by helping
others.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

It is time that the wrapping paper has been cleared away and the Christmas
meal and
the cold cuts of Boxing Day are sitting as friendly reminders of a special
time.
Hopefully the presents found their rightful owners and the wished for
items have
been unpacked and displayed and are now lovingly displayed in the shack.

It seems the celestial gods are conspiring to stop me seeing events of
singular
display. When I was small and at my Grandmother¡¯s knee, I was entranced at
her
memory of watching Halley¡¯s comet and looked forward when my turn came. I was
working when the main display was expected and fortunately I was able to
view the
sky. There was 100% cloud cover, that night. So it was with the past week
of the
concurrence of Jupiter and Saturn in the evening sky. There was partial
cloud cover
but which ever way I looked there was no ¡°Christmas Star¡± to be seen.

It has been a feature of the age that the Christmas greetings aren¡¯t
coming by post
but arriving electronically. I have been trying to follow the various
announcements
regarding the new and proven research in the sciences. One thing that is
striking is
that various laboratories around the world are progressing the knowledge and
practice of quantum. The pure science and the applied technology are signs
that the
race towards a fully functional quantum computer is getting more and more
serious.
This made me think that as we now have satellites beaming internet using
terahertz
frequencies, or if you will, light from lasers, to communicate just what
the future
holds in store for this hobby of ours.

My teeth were cut in the era of physical construction and you could look
at a radio
and identify all the components because the technology was analogue. As
the shift
towards digital technology took place, mysterious combinations of active
and passive
components appeared and they were black box components with the secrets
guarded by
patents and intellectual property rights. We have moved along with more
and more of
the components that underlie the technology we use being defined in
firmware with
software enhancement and updating. Some of the newest transceivers are
classic
examples of digital and SDR design.

Whether Moore¡¯s Law will apply in the communications market the way it
indicated the
progress of computing, I don¡¯t know. When will we seriously begin to use
terahertz
frequencies as a normal part of our self learning? When will we take for
granted the
implications of quantum physics and use the technology that is at the
laboratory
phase today?

I feel that the future has many exciting things to bring us and we shouldn¡¯t
languish in melancholy reflection on past glories.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

The year has brought it¡¯s share of interesting happenings and
our neighbours in the Pacific Basin are experiencing the
aftermath of cyclones and Queensland is wondering what the
weather will bring next. After the storm systems in the south
east part of the State, beaches have washed away and houses
damaged with much flooding as the streams overflowed. The
weather bureau has been warning that during the La Nina the
northern parts of Australia and along the coast, can expect
wild weather, the mark of the summer and wet seasons.

This is the usual time that we must remember all those who
have touched our lives, this year. Let me start by wishing
our News Editor, Graham, VK4BB, a very Merry Christmas and
say thank you for the amazing effort in keeping WIA National
News and QNEWS running smoothly. Good work Graham. To those
who support Graham with material and voice over material a
big thanks and Merry Christmas!

To our listeners, on radio, relays and podcasts, our very
best wishes for this festive season and we appreciate your
continuing support. Thank you for all the people who enjoy
radio who take the time to register their call back each week.
The numbers mean a lot in ensuring our content is reaching a
responsive audience.

We wish the WIA rebroadcasters and the Wireless Institute of
Australia the very best for Christmas and thank them for
making WIA News the success it is.

For our listeners on the Gold Coast and the Far North and
North Coasts of NSW, we hope that the flooding, this last
week, has not caused too much damage and you will be on top
of things for Christmas.

Just to whet the appetite, I mentioned last week the
wonderful contact from North VK4 to North NZ. Well this week
it has been 6 and 10 metres ringing the changes with multiple
contacts into the South American continent. Not only were the
east coast operators lucky but some of our Kiwi colleagues
were amongst the fun too. May the bands be open and the Joy
of Christmas surround us all.

With an eye on the weather, there is a possibility that we
are in for a wet Christmas so please stay safe if you are

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

Around my part of the central Queensland Coast, the led
strings and sculptures are starting to spread to auger in
the Yuletide festivities. How much QRM will be created by
these seemingly innocent light displays is not something I am
willing to guess but it will just add on top of the hash from
the solar panels scattered on the neighbouring rooftops.

It has been pleasing to see the sky instead of the smoke from
the fires on Fraser Island. Depending on the wind direction,
the smoke haze has extended from south of Gympie to north of
Bundaberg.

Anyway, if I can go back to my comments from last week, I note
that the columnists are still dissecting the behaviour of the
Minister for Communications, the Hon. Paul Fletcher. With
legal brains in the background, it has been suggested that
his latest foray against the ABC might be beyond his powers.
Not only has the Board been requested to answer his 14
questions but he more recently has suggested that he might
dismiss the ABC Chair, Ms Ita Buttrose. I raise this point as
it seems the amendments to legislation that passed parliament,
this past week, may in fact give the Minister the power to
interrogate the ACMA. Whether this should give solace to we
amateurs in getting our licencing delays corrected is a
mystery yet to be solved.

This week, the ACMA has posted an intention to possibly reduce
licence fees in line with the rise in inflation, that is
negative -0.3%.

When you get your renewals don¡¯t race out to spend the savings
all at once. Further, most of us now know that 60m is not a
band we will get access to in the future. The long awaited
decision is made on the basis that defence needs for spectrum
could be jeopardised by, to quote, ¡°thousands of amateurs¡±
accessing the 5MHz channels. Many operators will not have
equipment for 5Mhz and a lot more have interests other than
HF so I find the reasoning that has been given some what
specious.

Whilst we are still in the late stages of the demise of the
24th sun spot cycle, there are the indicators that the new one
will be interesting. A solar flare was due to disturb the
Earth on the 9th or 10th so what effect did it have? Earlier,
there was a 144MHz contact between north Queensland and
northern tip of the North Is of New Zealand. 6 metres has
been providing interesting openings, including to ZL-land with
both 10 and 15 metres providing DX for those who have been
monitoring. Digital is proving to be a good indicator.

It is not all bad news and so as they say, you win some and
you lose some.

Welcome to the Alice in Wonderland world of 2020.

You may think that the pandemic has turned the world over but
consider this. We have a parliamentary democracy where the
government supposedly takes responsibility for the actions of
its departments and agencies. There is a minister responsible
for the successes and failures of this system and if there is
seem to have been a failure to oversee something that has gone
wrong, the minister tenders his resignation to the
Prime Minister.

This is part of the principles of responsibility of the
Westminster System of government.

Since the naughty boy email from the ACMA, a week back, there
has been an articulate and reasoned response to all the
relative bodies, the Minister for Communications, the ACMA
and the AMC. Like me, these people have no tolerance for
rudeness in dealings with anyone but the tone of the email
and some of the replies that people have received from the
ACMA seem to be belittling of the amateur radio community.

This may not have been the intent but our regulator seemingly
needs to choose its words to ensure there is no apparent
insult in the correspondence.

The hiatus that has been aroused by the email concerning
abusive language directed towards staff at the Australian
Maritime College has broadened into the underlying issues of
poor service delivery and the failure of the ACMA to enforce
the terms of the deed under which amateur licencing is
conducted. I am aware that previous correspondence to the
office of the Minister for Communications has been acknowledged
and advised that the ACMA is an independent agency and the
matters should be addressed to the agency.

Where is the Ministerial responsibility in this?

Then the night before the infamous email, the ABC current
affairs program, Four Corners, went to air with an expose of
the behaviour of two of the Minister¡¯s colleagues. Whilst
marital fidelity should reasonably remain a private issue, we
have had the Government recently telling us that the country
is under cyber-attack by unnamed State actors. Long ago, there
was a case of attempted sugar entrapment of a British cabinet
Minister, John Profumo. Considering the precedent that this
historic case provides, it is reasonable to question the
behaviour of our own Ministers and their responsibility for
Australia¡¯s State Security.

Now remembering that the Minister is not responsible for the
independent ACMA, this past week, he is reported to have sent
a 3 page letter to the Chair of the ABC, an independent
government entity, requesting answers to 15 questions as to
the public relevance of the this piece of investigative
journalism.

Sorry to say it seems like a double standard at play and
radio amateurs wanting to pursue the issues need to lodge
their complaint with the Ombudsman.

News of 2 Silent Keys

VK4KAL Gordon Loveday and Alan Whiting VK4HBN

Sad but not unexpected news in that Alan Whiting VK4HBN went
Silent Key during the early hours of Friday 20th November 2020
was announced by wife Val (ex VK4FAIR) via Iain VK4IGM.

Alan had been battling Cancer for a long time, making many
medical trips from Stanthorpe to Brisbane for specialist care,
eventually being admitted into Palliative Care in Stanthorpe
early November.

Alan and Val were for many years Far North Queenslanders,
original members of the Tablelands Radio and Electronics Club,
then foundation members of the Tablelands Radio Group and
long time members of The Townsville Amateur Radio Club.

Alan was a Man of the Land, extremely experienced in
agricultural management and a wizard in successful practical
solutions to technical problems. He was born and bred at
Mareeba in the Atherton Tablelands, earned the nickname of
'Mullet' amongst the locals, worked as a Wardsman at Mareeba
Hospital then with Val travelled extensively across the
country seeing the wonderful sights of Australia but
eventually when age started catching up settled in Stanthorpe.

While health allowed Alan was active on HF, a regular on a
number of nets and participated in many of the Tablelands
Radio Groups field operations.

We are going to greatly miss Alan's practical outlook on life,
his wonderful tall tales but true and the massive well of
knowledge he provided to all in Amateur Radio.

Gordon Loveday VK4KAL

News has been relayed from family members to the CHARCinc
committee that Gordon Loveday VK4KAL went Silent Key during
Tuesday 24th November 2020.

Gordon was a Foundation Member of the Central Highlands
Amateur Radio Club and was a long time member of the Wireless
Institute of Australia, for many years co-ordinating the
WIA Intruder Watch Service.

From their property of Aviemore at Rubyvale Central Queensland
Gordon as Secretary, and wife Dorothy (sk) as Treasurer kept
the fledgling CHARC club going through ups and downs and were
able to see it grow into the dynamic club that it is today,
with a repeater network that spans an area greater in size
than Tasmania and a membership of all ages interested in
experimentation and socialising.

Gordon was also a long time member of The Townsville Amateur
Radio Club Inc, was very active in his local Landcare group
and, when time permitted, engaged in DXing on HF, 6 metres and
2 metres.

Gordon and Dot were made Life Members of the Central Highlands
Amateur Radio Club for their service to the Club and Amateur
Radio in general.

It will be very hard to find someone with the sense of duty
and tenacity that Gordon had to fill his shoes. He is sorely
missed.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

How sad is it that the ACMA had to post a request to the
Amateur Community to use courteous behaviour when they are in
contact with the Australian Maritime College. The naughty
child aspect is reinforced with the threat of recurrence of
poor behaviour being reported to the ACMA, itself.

I and the majority of amateurs will heartily agree with the
request as normal behaviour is that of using ¡°manners¡±. It is
a matter of respect to another person that we are polite in
our speech and manner. The punk era was a part of the youth
rebellion of 40 odd years ago and whereas there may have been
humour in TV programs such as ¡°The Young Ones¡± (some of which
is available on Youtube) the style of behaviour today has left
that type of crudity behind.

Most of are aware of the rebellious rump that exists in the
hobby and most would not be aware of some of the crudity and
invective that has been showered on WIA office bearers unless
they have had private conversations. Sadly the WIA is not a
regulator and is a volunteer body which doesnt have the option
of waving any big sticks as indicated in the ACMA announcement.

We should, of course, ask what is the ACMA¡¯s role in the
current debacle which is the licencing and call sign
allocation processes. Under the Deed which grants agency to
the AMC, it would be expected adherence to prompt and
efficient processing of applications would happen. Yes there
have been the delays when the parent body, University of
Tasmania, applied the COVID safe measures that were required
in that State but the ACMA has granted licence to extend the
time for processing from 45 days to whatever, it seems. I do
not believe the ACMA offices have such a luxury and I have to
ask why it has permitted its commercial agent such leeway?

When you read of some of the delays that people are
experiencing (and accepting that what they say is true) you
really have to wonder why the ACMA has not insisted that the
AMC adhere to the same standards as it applies to itself. The
frustration of candidates and others is understandable and
should have been foreseen by both the regulator and its agent.
When the Minister is not responsible for the regulator¡¯s
conduct and we have ¡°Caesar judging Caesar¡± we can hardly be
surprised when we end up in the proverbial ¡°Yes, Minister¡±
scenario.

I can only ask that we all follow the Amateurs Code in our
behaviour and we are courteous and respectful in our dealings
with other people.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

It is amazing that at times a simple typo can grab people¡¯s
attention and give rise to a query before the audio got to air.

Last week, I was pleased to receive an email from M5AKA,
Trevor, who was confused by a miss-spelling of the word
¡°larrikin¡± in the text edition of QNEWS. Somehow, the spell
check in my word processor and two pairs of eyes missed the
error before it went off to the newsroom. It is fortunate that
we have people who will seek clarity and ask about the
material unlike the silent warriors that sit back and explode
onto their keyboards like a dose of gastro.

Thanks Trevor and I hope I get past scrutiny, this week.

I have been hearing that there are even a few sad souls that
take umbrage at club members who seek clarification or
criticise statements from the body which some of these people
represent. They have been writing letters to the club pointing
out how they have been offended and seeking some sort of
disciplinary action from the club. How sad is this that people
can no longer dispute things and attempt to start a dialogue
without some souls feeling offended. In many English speaking
cultures, it is a hallmark of friendship ¡°that if you can¡¯t
insult your friends, who can you insult?¡± It has been my
understanding that the ethos of amateur radio was creating
friendship via our shared participation in the hobby.

I have to ask, after seeing some of the posts on the internet,
is there an attempt by people to overturn the amity that has
been our hallmark?

There were apocryphal stories from the Second World War when
many amateurs were drafted into military communications that
they were able at times to confirm long time contacts were
alive from the ¡°fist¡± they heard on the air. When staying
concerned for your fellow operators, even in the midst of war,
was part of radio, I feel we are losing some of the spirit of
being a radio amateur.

Perhaps with the successful entry of 4 new crew to the
International Space Station, ISS, signals from above may
increase with all 4 people holding amateur radio licences.
We can hope that the ARISS activity might increase once the
crew have settled in and commenced their formal duties. With
more openings occurring on HF radio as the Sun displays more
adolescent acne in the form of sunspots, radio listening and
operating should be more exciting as we exit 2020 with its
vicissitudes.
One thing that has been mentioned to me, is that we aren¡¯t
hearing the stories that are everywhere n amateur radio.
There are the successes in people¡¯s lives that contribute to
the whole community or just within a local circle. There are
lots of people who listen to the weekly news to catch up on
people and events and we seem to be missing out on the people.
As VK4 Baker-Baker has introduced the Social Scene as a
feature of QNEWS, he requires you to let him know. For
everyone, what about some news about things people are engaged
in, have done or are celebrating? People are studying, making
and are involved in many things which can involve ham radio.

As the calendar races towards the Christmas break, drop us a
line about the barbie, or break-up party, how radio is helping
your 4WD outings and even the young person getting their
ticket or the older person being able to operate again. Let¡¯s
make amateur radio about friendship again.

After a COVID-19 interrupted schedule this year Ipswich and
District Radio Club¡¯s WICEN group coordinated by Robert VK4HBW
enlisted the support members and associates to provide safety
communication checkpoints for the Ultra Guzzler marathon on
the weekend of November 7 and 8.

A total of six checkpoints were manned along the 50 & 100 km
events.

In what could be described as a more than a little extreme
fun run - around 600 runners took part. The course took
participants from Mt Coot-tha along rugged bush tracks
towards Mt Nebo, out as far as Lake Manchester and back to
the finish line at Mt Coot-tha.

Feedback from the organisers is that there were very happy
with the efforts of the WICEN support.

Meanwhile, Ipswich club members and friends are remined the
annual Christmas lunch BBQ will be held in Kholo Gardens
Ipswich on Saturday November 28 from 10am. This is the same
location as previous years ¨C BYO everything except BBQs.

Hello, I¡¯m Geoff Emery, VK4ZPP, and I¡¯ve been thinking.

Those of us that use YouTube as a way of following various
aspects of amateur radio will undoubtedly have stumbled
across a British larrikan called Callum, M0MCX, the brain
behind the DX Commander range of vertical HF antennas.
Callum has developed a world wide following on his YouTube
channel and one of his most recent videos has been receiving
comments beyond the English shores.

A topic which bemuses us and on which I have reflected is how
do we successfully attract young people into the hobby and
how do we retain them. As part of Callum¡¯s journey he was for
a number of years involved as a Scout Leader and was able to
conduct amateur events for his scouts. He mentions the
numbers that he was successful in recruiting, in that time,
and I expect it would compare with outcomes in VK-land and
elsewhere. However, he makes the observation that for many
people, study, adulthood, family and career take precedence
over recreation and it is not perhaps for some 30 to 40 years
after the introduction, when life has stabilised, that people

I would suggest that you watch his video which is not too
long and you will get a better understanding of Callum¡¯s
message than from my paraphrase. For me, this is a point that
we can all think upon and perhaps it may temper our efforts
in successful recruitment.

Sadly, this past week, I have missed the openings that have
been happening on 10 and 6m with excitement also noted
amongst 11m operators. People have been working into northern
Europe on 15m and above using various modes and it seems some
of the most successful contacts have been on the digital
modes. For those lucky enough to be able to monitor the bands,
the excitement of the early stages of Sunspot Cycle 25 has
got the blood pumping a little stronger.

With our Foundation licence colleagues able to use digital
modes, it should make for more signals on the bands and more
people able to claim the various awards for contacts with
different entities, call zones etc. Collecting awards can be
part of developing skills in general DX operations and this
can lead into the heady, at times, fast paced activity of
contesting. This is the beauty of enjoying a pass time that
is so diverse, the paths to enjoyments are so many.

I trust that the storm activity doesn¡¯t spoil the low bands
and the openings work for you.
