That frequency pair is a local/portable repeater pair. I, N2QOJ, is listed as the owner/operator of a repeater on that pair at Arizona Frequency Coordinators.?

We coordinated that pair in the event that QCECG or QCARC needed to increase power output in an emergency. However, many hams - both responsible and some less so - also operate repeaters on the same pair without coordination.

Our 446.600 is not in operation and is not at the center of the idiot fest happening today.
