The role – Communications Officer (NDC Hub) will provide high-level communications support to NDC Hub in the valorisation of NDC Hub and its related activities, in order to ensure high visibility of the role of the NDC Hub in line with our One SPC approach and support of its connection with the Climate Change Flagship and related work of CCES’s activities and results. The Communication Officer (NDC Hub) will also support the management system of information and communication aligned with SPC processes, relevant platforms and existing tools. The key responsibilities of the role include: Update and implement the communication and visibility strategy for the NDC Hub bearing in mind its role in linking with the rest of the Climate Finance leveraging capability of SPC ? Conduct brief baseline assessment of NDC Hub Communications (social media and website engagement analytics). ? Implement the communication and visibility strategy of NDC Hub, in collaboration with all NDC Hub implementing partners. ? Update the NDC Hub communication and visibility strategy with inputs from NDC Hub implementing partners. ? Establish communication templates for NDC Hub partners to be used for different communication platforms. ? Organisational context ChildFund Australia is an independent international development organisation that works to reduce poverty for children in developing communities. We partner to create community and systems change which enables children and young people in vulnerable situations, to assert and realise their rights. At ChildFund Australia, we want every child and young person to be able to say: “I am safe. I am educated. I contribute. I have a future.” At ChildFund Australia we implement programs with a range of local partners in Solomon Islands, Fiji, Papua New Guinea (PNG), Cambodia, Laos, Myanmar, Timor-Leste, and Vietnam. We also manage projects delivered by partner organisations throughout Asia, Africa, and the Americas. ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations that assists almost 23 million children and their families in 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program. 2. Background The “Strengthening Crisis Response Services for Women, Children, and Youth in the Solomon Islands” project is a three-year partnership between Seif Ples, ChildFund Australia and ChildFund New Zealand which commenced in November 2022. The project was co-developed by Seif Ples, ChildFund Papua New Guinea, Australia and New Zealand. Seif Ples is a gender-based violence (GBV) crisis and referral centre in the Solomon Islands, which is implemented through a partnership between the Ministry of Police, National Security and Correctional Services, Ministry of Health and Medical Services, Royal Solomon Islands Police Force and Honiara City Council Nursing Department. In line with the Family Protection Act 2014, Seif Ples was established to address the high prevalence of GBV and to support survivors of violence. Seif Ples promotes safety, protection and recovery of women and girls who have experienced violence. The Centre provides specialist clinical care and crisis counselling in one place, regardless of sex, disability, sexual preference, faith, and ethnicity. Seif Ples provides the national 132 SAFENET 24/7 helpline which currently can be accessed by children and adults throughout the Solomon Islands. The Solomon Islands and PNG face similar geographical and infrastructure challenges in reaching and supporting survivors in remote areas and provinces so there is a unique opportunity to facilitate sharing and learning exchanges. Therefore, a co-design process was established to share the lessons learned from the 1-Tok Helpim Lain in PNG, a national GBV helpline facilitated by ChildFund Papua New Guinea, with Seif Ples as they expand their services. Helpline staff from both services have reported benefits in this peer learning for their individual practice and for future service improvement. Overall, the project aims to achieve two outcomes: 1. Women, children and youth from urban, rural, and remote areas have the necessary information and networks to access holistic protection services. Output 1.1 Seif Ples Helpline access is expanded, particularly for survivors in rural and remote areas. 2. Seif Ples is equipped to deliver and sustain quality holistic crisis support services (helpline and face to face) to survivors of violence. Output 2.1 Seif Ples establishes operational policies, procedures, infrastructure and training to provide continuous, quality remote services (helpline) and face to face services (one stop shop) to survivors. This position will be located at its headquarters in Noumea, New Caledonia. Description The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture. The Partnerships, Integration and Resource Mobilisation Office (PIRMO) leads SPC’s strategic partnerships, drives business development in support of SPC’s Strategic Plan 2022-2031, and contributes to SPC’s development effectiveness by championing an integrated approach to the way we work. The role – Programme Manager will ensure effective programme management of the UBPP co-design phase including work planning, stakeholder engagement and consultation and monitoring, evaluation and learning. The key responsibilities of the role include: Programme planning and execution · Lead the management of the UBPP work planning, budget and consultancies. · Manage team progress and allocation of activities across the team and consultants. · Lead on select project activities as agreed through work planning. · Coordinate SPC internal advisory group on UBPP. · Identify and manage programme issues and risks. · Coordinate the recruitment of the UBPP team. · Research and analysis to inform the UBPP design and resource mobilisation strategy. Communications and stakeholder engagement · Collaborate on and quality assure UBPP knowledge products for alignment with donor and SPC requirements. · Coordinating meeting and event planning and arrangements including UBPP informal working group, virtual donor roundtable and sub-regional missions. · Preparing meeting records, progress reports, proposals and other tasks to support UBPP design and engagement. · Ensure knowledge management of UBPP programme including electronic files and reports. Knowledge management, monitoring, reporting and learning · Develop of UBPP MEL plan and strategy, ensuring alignment with donor and SPC MEL requirements. · Develop and manage all performance monitoring activities and systems, including necessary data management and visualisation software. · Conduct regular and ad-hoc data analysis and provide quality assurance over the preparation of donor reports and UBPP contributions to SPC corporate reports and evaluations. · Lead internal learning and use of MEL findings and facilitate opportunities to increase learning across UBPP and with other SPC divisions and programmes. Key selection criteria Qualifications · Master’s degree in political or social sciences, business management, law, international relations, or a related field or equivalent body of knowledge and experience.
