The Land Resources Division (LRD) provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realized through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals. The role – Finance and Administration Assistant will be responsible for supporting the administrative and financial delivery of a range of LRD projects in accordance with SPC and Donor requirements. The role will support project accounting, audit, financial monitoring, procurement and grants services, financial acquittals and general administration. The key responsibilities of the role include: Financial and procurement support services ? Support the delivery of financial and procurement reports using SPC financial systems. ? Monitor project expenditure against the approved monthly budget. ? Ensure financial transactions and project procurements comply with SPC’s Financial and Procurement guidelines. ? Facilitate all project cash advances where required and follow up on related acquittals. ? Facilitate sub-receipt grants to countries and ensure that quarterly sub-recipient acquittals are received and processed in system. Travel and logistics management ? This position is a member of the OurFish OurFuture senior management team. Responsibilities ● Review and revise the MEL Plan for the Project as appropriate. This will include updating appropriate output, outcome, and impact indicators and revising targets that are linked to right sizing fisheries, behavior change strategies, and other aspects of the project’s theory of change. ● Support the development of protocols for baseline data collection and oversee the data collection – this may involve leading data collection teams as well as overseeing local contracts. ● Set up data collection and data quality control processes for project indicators. This will include developing surveys and assessments, MEL databases, and reporting processes for local and international implementing partners. ● Act as the Quality Assurance Quality Control (QAQC) point person of the project.
