Feasibility study for fishing boat facilities – boatyards, jetties and ramps

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

?

The consulting services (“the Services”) include an Individual Consultant to inform the procurement of floating jetties and roll-out ramps for use by small boat operators, which is included in the project design, as well as developing a plan and costing for more permanent infrastructure: jetties, launching ramps and slipway facilities. The main focus is Funafuti, where most commercial fishing activity takes place, but options for the outer islands will also be considered.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

?

1. Essential Requirements:

The selected Consultant must meet the following requirements:

· A degree in Civil Engineering or similar qualification;

· At least 5 years’ experience of the design and commissioning of shore facilities for small and medium sized vessels – fisheries jetties, boat ramps, slipways, marinas, etc;

· Experience of design and construction of small engineering works in developing countries;

· Good communication skills in English including the ability to explain legal issues in simple terms.

2. Desirable Requirements:

· Experience of work in Pacific Island countries and/or atolls in the tropics.

· Previous experience of work for large international funding agencies and familiarity with their safeguards requirements and procurement processes.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
