Consultant for training in exploratory statistics for coastal fisheries in Tuvalu

The Tuvalu Fisheries Department has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.

?

The consulting services (“the Services”) include an Individual Consultant to design and deliver a tailored training program in exploratory statistics for coastal fisheries, focusing on data analysis skills to enhance fisheries management. This program should provide participants with the tools to apply statistical methods effectively to assess coastal fishery resources and understand trends and patterns in fisheries data.

The Tuvalu Fisheries Department now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

?

1. Essential Requirements:

?

The selected Consultant must meet the following requirements:

· A graduate degree in Fisheries Science (biology, ecology), Marine Science, Statistics or relevant field;

· At least ten years’ experience of work in fisheries management and/or development;

· Demonstrated quantitative analytical skills, including expertise in length based approaches for assessing data-poor fisheries (in Excel, and preferably SPSS / R)

· Experience in capacity development, and the design and delivery of training programs, particularly in data analysis;

· Strong communication skills with experience in mentoring and supporting others

2. Desirable Requirements: Following are desirable areas of experience for the consultant:

· Experience with community educational awareness programs;

· Previous work experience in Tuvalu.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
