SUBJECT : RECRUITMENT OF A SENIOR REEF FISHERIES SCIENTIST
(VERTEBRATES) UNDER THE COASTAL COMPONENT OF THE PACIFIC COMMUNITY/
EUROPEAN COMMUNITY "PROCFISH" PROJECT
1. The Secretariat of the Pacific Community (SPC) invites
applications for the position of Senior Reef Fisheries Scientist
specialising in vertebrate fisheries, to complement the invertebrate
fishery scientist position that is shortly to be filled. This is a
three-year contract position funded by the European Community under the
8th Economic Development Fund Pacific Regional Indicative Programme. The
closing date for applications will be 15 March 2002.

DUTY STATEMENT
SENIOR REEF FISHERIES SCIENTIST (VERTEBRATES)
The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The Coastal Fisheries Programme (CFP) makes up half of the SPC's Marine
Resources Division, with a staff complement of 20 in 6 sections covering
Development, Training, Information, Community, Resource Assessment and
Management aspects of Pacific Island domestic fisheries, and
Aquaculture. Its overall mission is: "To provide a regional support
service that assists Pacific Islanders in identifying the status, and
optimising the long-term social and economic value, of small-scale
fisheries and aquatic resource use in Pacific Island waters."
The Senior Reef Fisheries Scientist (Vertebrates) is organisationally
placed within CFP Reef Fisheries Assessment and Management Section, and
is responsible to the Principal Reef Fisheries Scientist for
implementing relevant activities of the coastal (Comparative Assessment
of Reef Fisheries) component of the PROCFISH project. The PROCFISH CARF
project component will be responsible for compiling the first major
baseline assessment of reef fisheries (both resource and human aspects)
using common methodologies across most of the Pacific Community work
area.
The post is based at the Secretariat of the Pacific Community
Headquarters in Noum¨¦a but will involve considerable travel. The Senior
Reef Fisheries Scientist will work with the subproject leader to achieve
relevant project goals and objectives within budget and planned
timeframes. He/she will participate in the collection, analysis and
interpretation of data pertaining to the assessment of reef fishery
resources in collaboration with programme staff, and in the context of
an integrated social and ecosystem approach to sustainable harvest and
management of reef fisheries in the region. His/her work will focus
particularly on vertebrates both as fishery resources and as components
of the marine environment.The primary clients of the project are the
governments and the peoples of the island members of the Pacific
Community and the successful applicant will display a strong awareness
of their coastal fisheries management requirements.
The post requires a self-starter with considerable initiative, an
excellent knowledge of reef vertebrate (fin-) fisheries in the Pacific
Community region, and experience in taking part in appropriate applied
research programmes. When making letters of application for the post,
candidates are advised to describe their qualities in relation to the
requirements of this and the previous paragraph.
DUTIES AND RESPONSIBILITIES
The Senior Reef Fisheries Scientist (Vertebrates) is responsible to the
Principal Reef Fisheries Scientist, and the duties of the post are
implemented in consultation and with the advice of the PRFS as
appropriate. The duty statement of the Senior Reef Fisheries Scientist
(V) is as follows:
1. Undertake biological, ecological research on reef and lagoonal
resources (especially vertebrates) in relation to fisheries activities,
including socio-economical aspects.
2. Devise and implement sampling programmes based on standardised
methodologies.
3. Assess the status of reef resources and, where possible, the
impact of fisheries (especially for vertebrates).
4. Develop indicators and models that can be applied to other
Pacific Island reef fisheries to extrapolate estimates of fishery
resource based on easily-collectable data.
5. Collaborate closely with other staff of the Coastal Fisheries
Programme (Marine Resources Division) and other collaborative
institutions and joint research programmes.
6. Prepare reviews, technical reports and scientific papers for
publication, and present findings within the study countries and to
regional and/or scientific meetings.
7. Assist with the preparation of material inputs to database and
management plan implementation.
QUALIFICATIONS
Very important
* A post-graduate degree in biology, fisheries science or related
discipline.
* An extensive experience in reef fisheries research, including
field research programmes with an emphasis on fin-fish and other
vertebrate resources.
* Familiarity with ecosystem approaches to fishery resources
assessment and management.
* Computer-based and statistical analysis of fishery, biological
and ecological data.
* Excellent cross-cultural communication and work team skills.
* Five years of directly relevant experience.
Important
* A demonstrable willingness to travel the Pacific region for
extended periods, sometimes under difficult physical conditions.
* An ability to work, and socialise, with people in a culturally
mixed environment.
* A working knowledge of both of SPC's official languages would be
advantageous.
* SCUBA Diver qualification and experience.

NATIONALITY RESTRICTION
Owing to the conditions under which this project is funded, applications
can only be considered from nationals of the current 15 member countries
of the European Union or of countries signatory to the Lom¨¦ IV
Convention. Pacific Island countries signatory to Lom¨¦ IV are Fiji;
Kiribati; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; and
Vanuatu.
SUSPENSE CLAUSE AND DISCLAIMER
Although the PROCFISH project proposal has been approved by the European
Union and the Secretariat of the Pacific Community, the details of the
Financing Agreement for the project have not been completely finalised.
This recruitment notice is thus issued provisionally and without
prejudice to the ultimate Financing Agreement, in the interests of
providing an efficient start to the project, and it is possible that any
contracts that are ultimately issued may differ in detail from the terms
of this provisional notice.
SALARY AND ALLOWANCE:
The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to
CFP526,132 - 686,684 francs per month at the prevailing reference
exchange rate of 1 SDR = CFP 168.47 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.
TENURE
The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.
DUTY STATION
Noumea, New Caledonia
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the
following deductions from salary:
2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 25 working days per annum of active
duty.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.
