1. The Secretariat of the Pacific Community (SPC) invites
applications for the position of Fisheries Development Adviser. This is
a three-year contract position, advertised under the 6-year rule, and
the closing date for applications will be 30th March 2002.

SECRETARIAT OF THE PACIFIC COMMUNITY
DUTY STATEMENT
FISHERIES DEVELOPMENT ADVISER
The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training and research in the service of the 22 Pacific Island countries
and territories of Melanesia, Micronesia and Polynesia. It currently has
a staff of more than 230. SPC is officially bilingual, with English and
French being the working languages.
The Fisheries Development Section is one of six sections that makes up
the Coastal Fisheries Programme. The Fisheries Development Section is
made up of three professional staff with part-time support from a
Technical Support Officer. The Section's objective is to: 'Assist
countries and territories to develop economically viable,
environmentally sustainable, fishing enterprises focusing on vessel
operations, harvesting activities and post-harvest practices'.
The Fisheries Development Adviser manages the Fisheries Development
Section. This includes supervising the Section's staff, writing funding
proposals to ensure the Section has adequate funding to implement
projects as requested by member countries and territories, and the
writing of progress reports to donors on project activities and outputs.
This position is also responsible for the Section's expenditure,
ensuring that the work programme is implemented, and the office is run
within the limits of the budget on hand.
The Fisheries Development Adviser is responsible for organising
technical assistance projects as requested by member countries and
territories. This entails travelling to the requesting country,
developing an agreed work programme, ensuring that the host country has
the appropriate gears, materials and vessels for the proposed project,
and the provision of advice and information on materials and suppliers
for specific items needed by the host country to successfully implement
the project. This position also undertakes studies in the field,
especially in regard to development options and constraints, including
infrastructure requirements and training needs, as input to national
tuna management and development plans, which requires the Fisheries
Development Adviser to operate independently when needed, to meet the
objectives of the specific project.
When in the field, the Fisheries Development Adviser works with a range
of local people with different cultural, ethnic and educational
backgrounds, including local fishermen and fishing company executives,
Fisheries Department employees, Secretaries to Government and Ministers.
Good communication skills and patience are required when meeting with
different people on each project. Excellent negotiation skills are also
needed, especially when problems are encountered during the development
of projects in-country and realistic objectives are being discussed, and
solutions need to be found.
There is also a need for this position to liaise, negotiate and work
with other sections within SPC and regional organisations, to ensure
that work is completed and the objectives of the Fisheries Development
Section are met. Interactions are with the Oceanic Fisheries Programme,
where data are required for specific country assignments, or the OFP
needs input on fishing technology issues, especially within the observer
programme. Collaborative work is arranged with the Community Fisheries
Section and the Fisheries Training Section. Other sections worked with
include Translation and Interpretation, Information and Technology,
Administration, Finance, Publications, Planning Unit, Maritime Programme
and other programmes within SPC as necessary. Collaborative projects are
also undertaken with regional organisations, such as the FFA (Forum
Fisheries Agency - input to national tuna management and development
plans) and SPREP (South Pacific Regional Environment Programme - marine
debris work).
At the end of each country visit or assignment, the Fisheries
Development Adviser writes a duty travel report or drafts a report of
project activities with conclusions and recommendations. This position
also provides assistance to the other staff of the Section with the
writing of their reports, conducts technical edits of these reports and
supervises their finalisation, printing and distribution. This position
also provides input and supervises the drafting of text for technical
manuals, the production of diagrams, and the finalisation of these
manuals. Fisheries Newsletter articles, and information brochures and
posters are also written or developed, as another means of disseminating
information widely in the region.
DUTIES AND RESPONSIBILITIES
The Fisheries Development Adviser is responsible to the Director of
Marine Resources, and the duties of the post are implemented in
consultation and with the advice of the Director as appropriate. The
current duty statement of the Fisheries Development Adviser is as
follows:
* Develop, plan and co-ordinate in-country technical assistance
assignments for the Section, based on requests received from member
countries and territories;
* Supervise the two professional and one support staff members of
the Fisheries Development Section;
* Provide advice and technical assistance in all aspects of FAD
programming, including possible material suppliers, conducting site
surveys, the construction and deployment of these devices, and ongoing
maintenance, with in-country assistance provided when required;
* Solve problems when they arise on field assignments to ensure
the objectives of the project are met wherever possible, or
modifications are made to maximise the benefits from the project;
* Negotiate and work with a range of people with different
cultural, ethnic and educational backgrounds, especially when on field
assignments;
* Draft a report for each country assignment, or write a duty
travel report, for all fieldwork undertaken, plus conduct technical
editing and supervise the completion, printing and distribution of all
reports produced by the Section;
* Co-ordinate the drafting of text, provide technical input, and
supervise the completion, printing and distribution of technical manuals
and information brochures and posters produced by the Section;
* Administer all funding for the Section, write funding proposals
to ensure the Section has adequate funding to implement the work
programme of the Section, and work within the limits of the Section's
budgets;
* Write progress reports for donors to ensure they are provided
with regular updates on programme activities and outputs;
* Identify possible new directions for the Section in regard to
sustainable fisheries development, and seek input from member countries
and territories through the Heads of Fisheries meetings, to ensure any
new directions are what the clients want;
* Liaise with the public and private sector in member countries
and territories to keep abreast of developments and changes to identify
possible needs and build these into the work programme of the Section;
* Answer correspondence (official and general) and provide advice
on a range of technical issues as requests are received;
* Liaise and work with other sections within SPC, including staff
of the Oceanic Fisheries Programme, the Fisheries Training Section, the
Community Fisheries Section, Translation and Interpretation, Information
and Technology, Administration, Finance, Publications, Planning Unit,
Maritime Programme and other programmes within SPC as necessary; and
* Liaise and work with other regional organisations, such as the
FFA and SPREP, and organisations outside the region, such as FAO and
IATTC, to promote sustainable fisheries development in developing
countries, especially in the Pacific.
QUALIFICATIONS AND EXPERIENCE
Essential
* Recognised tertiary qualification in fisheries technology or a
related field;
* At least 5 years experience in fisheries development work in
developing countries, preferably in the Pacific region;
* At least 2 years commercial fishing experience, as skipper and
fishing master of the vessel;
* Knowledge and experience in a range of fishing gears and
techniques, especially small-scale and medium-scale tuna fishing
methods;
* Experience in constructing and deploying fish aggregating
devices (FADs);
* Demonstrated experience in managing a programme and staff,
ensuring the needs of the programme, clients and staff are met;
* Demonstrated experience in budgeting, including the development
of funding proposals, and working within the budgets, to ensure they are
effectively used, but not overspent;
* A sound knowledge of the Pacific and sustainable fisheries
development and management issues in the region;
* Experience and ability to work with, and negotiate an agreed
position in a range of circumstances, with people from different ethnic,
cultural, and educational backgrounds;
* Demonstrated experience in writing, including progress reports
to donors, field reports on assignments undertaken, instruction manuals
and papers for conferences and publication; and
* Excellent communication skills (oral and written) in one of
SPC's official languages
Desirable
* A working knowledge of both of SPC's official languages would be
an advantage;
* Experience using the Microsoft Office suite for Windows; and
* Demonstrated experience in working in remote locations, with
minimal supervision, especially in the Pacific; and
SALARY AND ALLOWANCE:
The starting salary will depend on experience and qualifications in the
salary range: SDR 3,123 - 4,076 per month (which is equivalent to
CFP526,132 - 686,684 francs per month at the prevailing reference
exchange rate of 1 SDR = CFP 168.47 francs) in Grade J of the SPC Staff
Classification and Salary Plan for Professional Staff based in Noumea,
New Caledonia. In addition, an Establishment Grant will be payable to
non-residents of New Caledonia. SPC emoluments are not subject to income
tax in New Caledonia at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = 138
francs CFP.
TENURE
The appointment will be for a period of three years in the first
instance, subject to a one-year probationary period. The contract may be
renewed for a further three years subject to performance and continued
funding availability.
DUTY STATION
Noumea, New Caledonia
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the
following deductions from salary:
2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary
deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 25 working days per annum of active
duty.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
percentages and limits. Supplementary medical insurance is available to
increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff
Provident Fund. Staff members contribute eight per cent of base salary
to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, air fares by the most
direct/and or economic route for the appointee and recognised
dependants, and reasonable removal expenses by sea of personal and
household effects will be met by SPC on appointment and termination.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the work place.
