REQUEST FOR CONSULTANCY ? Legal Advisory Services for Establishing and Registering the Qoliqoli Trust Fund ? ? WWF Pacific is working together with communities and partners towards: All Pacific peoples and nations are empowered, climate resilient, and prosperous, with nature thriving and visibly and measurably recovering - a ‘People and Nature Positive Pacific’. From Papua New Guinea, with the third largest tropical rainforest in the world and home to over seven percent of the world’s total number of species, to the Solomon Islands with record numbers of fish species; to the world’s third longest continuous barrier reef system in Fiji, the richness and diversity of species found in the Pacific is globally significant. Papua New Guinea and Solomon Islands both form part of the Coral Triangle, the centre of the world’s marine biodiversity. Some of the most coral reefs less exposed to climate change are found in Fiji and Solomon Islands. WWF works across Papua New Guinea, Fiji, and Solomon Islands with offices in each country and a regional hub to serve communities and protect this region’s rich and unique biodiversity. We have three goals that outline our ambition, the cross-cutting nature of our work, and what we are working towards long-term: empowered Pacific peoples, integrated ocean management, and climate resilient Pacific nations. Our overarching focus is on community and ecosystem resilience combined with area-based conservation, working towards 30x30 and safeguarding the lands and waters of the Pacific. We focus on conservation priorities across 30x30: community-led conservation, sustainable fisheries and blue foods, conserving marine species, reducing deforestation, Pacific policy leadership, gender equality, Disability and Social Inclusion (GEDSI) mainstreaming and sustainable blue economy. Nature-Positive Business for Climate Critical Ecosystems Project implemented in Fiji and Solomon Islands, is designed to maintain and enhance the functionality of linked climate critical ecosystems including reefs, mangroves and forests, through community-led approaches to resource management and nature-positive livelihoods. The Goal of the Project that’s building on Phase I; To empower coastal communities through strengthened natural resource management, enhanced protection of mangrove and associated ecosystems, and the development of sustainable, nature-positive business models that ensure long-term environmental conservation and economic resilience. The project will support communities in Fiji (Macuata and Ba Province) and Solomon Islands (Western Province) to develop mangrove management plans that integrate with existing fisheries management plans. ? As part of this project WWF – Fiji is partnering with the Yavusa e Walu of Nacula and Yasawa Districts in Fiji in seeking to establish a Qoliqoli Trust Fund to sustainably manage, protect, and benefit from their traditional fishing grounds (qoliqoli). This initiative aims to preserve marine resources while providing financial and social benefits to the members of the Yavusa e Walu. The Fund will operate in alignment with Fiji’s legal framework, including customary law, environmental protection statutes, and trust law. Scope of Works The consultant is required to:
? WWF Pacific will assist with logistical support for face-to-face meetings as part of this consultancy. Deliverables ? The deliverables will include the following: ●??? A drafted Trust Deed that is aligned to the Consultations that have occurred, the Ivola Dusidusi ni Vanua Yasawa/Nacula Qoliqoli Cokovata and the Draft Nacula Fisheries Management Plan, 20 year Nacula Sustainable Development Plan. ●??? Draft compliance policies to ensure ongoing alignment with national regulations and community expectations. ●??? Written Guidance and Documentation for registration, including forms and supporting materials. ●??? Presentation and training materials for community leaders. ●??? Provide training and awareness sessions for community leaders on the legal aspects of the Trust Fund. ? Qualifications The successful person (s) is required to meet the following criteria: ?
