Assignment Title: Consultant to Support a trial with KFL (Domestic Long liners) EM Piloting and Roll Out.?

The Ministry of Fisheries and Marine Resources Development has received financing from the World Bank toward the cost of the PROP Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include.?

  • Review and document the current-state of fishing vessel monitoring practices across fleets, and current regional policy.
  • Preparation of an e-monitoring policy framework and standard operating procedures.
  • Development of a full rollout trial program for MFMRD and Kiribati government approval.
  • Support for development of systems installation, administration and maintenance procedures.
  • Organize and support a pilot e-monitoring program including definition of hardware and software needs.
  • Planning for sustaining e-monitoring systems beyond the life of the Project, including cost recovery.
  • Support for full installation and ongoing maintenance for the Project duration.
  • Development of an e-monitoring data and data recovery policy.
  • Development of arrangements to integrate external information and communications technology support.
  • Development and delivery of a training program to ensure effective system administration, operation, and maintenance.
  • Providing technical advice on any procurement of hardware and software necessary for the trial and for full implementation.
  • Full cooperation with any related consultancy, for example related to e-reporting.

The Ministry of Fisheries and Marine Resources Development now invites eligible individual Consultant (“Consultants”) to indicate his/her interest in providing the Services. Interested Consultant should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. The shortlisting criteria are based on the followings:

Qualification requirement for Consultant:

  • Must hold a Bachelor’s degree in Fisheries and Marine Science or Management.

Expert Level (minimum 7 years applied experience)

  • Thorough understanding of e-monitoring and data management
  • Extensive experience in the development of e-monitoring policy and SOPs relating to fisheries development and management including an understanding of Kiribati fisheries regulations would be an advantage.

Advanced Level (minimum 5 years applied experience)

  • Experience in e-monitoring implementation and administration.
  • Experience and knowledge in providing training and capacity building in e-monitoring.
  • Experience in assessment of competencies.

Working Knowledge Level (minimum 3 years related experience).

  • Broad experience and involvement in Pacific national and regional fisheries.
  • Understanding of the precautionary principal, and social and environmental sustainability.
  • Strong appreciation of the work of the Western and Central Pacific Fisheries Commission (WCPFC), the Forum Fisheries Agency (FFA), and the Pacific Community (SPC).

Relevant post-graduate qualifications will be highly regarded.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.? In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations on link ? .

Consultant may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Open-competition method set out in the Procurement Regulations.
