The Old Buggers are very sensitive to current flow (and also have a wire for cold start I think) that makes them prone to not starting.?
A simple solution if the starter bench tests OK is to add a relay in the system so the full 12V is applied directly to the starter.
If that's your issue, search rennlist for the way to wire in the relay....
