Adult Day Sector in Fiscal Crisis ------------------- important to know about
Good article in this month's AARP magazine: https://states.aarp.org/california/adult-day-health-fiscal-crisis#:~:text=But%20the%20industry%20is%20struggling%3B%20nationally%2C%20adult%20day,pandemic%20shutdowns%20and%20a%20meager%20Medicaid%20reimbursement%20rate. From the article: CA ranks No. 1 in terms of capactiy to serve older adults in adult day centers on AARP's most recent long-term care xcorecard. But the indistry is struggling: nationally, adult day services dwindled by 11.5 percent in 2020-2021, the AARP scorecard shows, with COVID-10 pandemic closures playing a role. Adult Day Centers typically pick up participants at their homes and offer basic medical care, meals and activieis such as exercise and music. they help older adults maintain independence and often delay entry into more expensive long-term care. They also give family caregivers a needed break. ---- It is important to know about: 1. All the groups, agencies, places that serve Older Adults. We need to understand their services, funding, how we can work together in alliances, where our goals align, whagt their challenges are. 2. The challenges faced by other groups. For example. the pandemic hit Adult Day Centers hard. We need to think about the impact of the pandemic on older adults - and the attitudes inherent in the larger cultural response. Was there a sort of, "Well, there's old so it's okay if many day or get sick or live in isolation?" If there was, how might that impact our policy work going forward? Because beneath decisions lie feelings - sorrow, guilt, worry, fear, etc. It may be that legislators don't want to touch that the issue of serving Older Adults because of the feeling that this was a "neccesary failure" and they don't want that taint on their record or reputation now. It's important to be aware of our feelings - have and process them -- and then be aware of others feelings -- in creating relationships with allies, legislators, etc. I think in general, in Adult Ed, there is a certain amount of defensiveness on the part of policy makers, legislators, because on some level, they know they effed up and/or really hurt lots of people - even if they feel they had no other choice - or that they made the best choice possible to them at the time - given the thinking and facts of that time. When dealing with folks who made decisions that harmed us or others, it's super important to be aware of how THEY are handling those feelings - because they can show up in ways that make it hard to move forward. Your input helps guide our efforts to influence lawmakers and regulators across the country. Send your ideas to policy@...." I suggest we 1. Send individual emails to that email address 2. Send a formal letter from our group - with multiple signatures - to that email address Irma Beserra Nunez was able to get AARP's support when she was leading the effort to save CA State Funding for Adult Ed Older Adults classes. Important to remember: While funding was more or less lost, Irma was able to secure a loophole - where classes for older adults could be state funded if these classes also benefited school age children. In policy work, such loopholes are extremely important. They are often a beginning place for new efforts to make headway. Cynthia

Providers of Older Adults Education and Engagement 5
Hi Folks, I've started a list of providers of older adults education and engagement. If you have groups to add, please respond. These groups do not necessarily share funding nor do all their goals and interests align - but they all care about and serve elders and in that way, they are potential allies for our work. As always in advocacy and politics, you don't need to agree on everything to work together for good outcome. You need shared interests leading to shared goals and strategies to reach them. Giving all parties voice in the process to come to agreement on those shared items helps move things along. A list of folks with shared interests is very helpful when you are looking for signatures on letters or backers of legislation. Here is the link to the list. Cynthia

How could AI be used to coach seniors on using computers? 2
Dear OAEF Forum I was listening to the KQED radio show Forum today (9-10 and 10-11 AM)¡ª the second hour was about AI and its uses in teaching and tutoring. The guest was Mr. Kahn, founder of Kahn Academy (tutoring for younger students). They just had a call-in from a school music teacher who uses AI as a tool to help her students! I was just wondering, how could AI be used to teach older adults how to make better use of their computers and cell phones? But would older adults who aren¡¯t computer literate be able to access an AI tutoring program, in order to benefit from a lesson on the subject they want to learn? Would they even know what subject they should be looking up (unless it is something simple like ¡°send an email to my grand-daughter¡± or ¡°find ukulele tutorials¡±). The show repeats tonight on the local Bay Area radio station KQED (maybe 9 PM) ¡ª and we should be able to get a podcast of it on KQED online, once the humans do the editing and post it! Linda C. PS - (And as for me ¡­ I just subscribed to ¡°Grammarly" to try to editing some of my emails -- but I still have not figured out how to use it at all! Grammarly keeps prompting me: ¡°I guess you have not been doing much writing recently¡±!)

Hi everyone, A meeting to follow up on the Save Older Adults Education in California forum that took place on May 11 will take place next Sunday, June 2 from 10:00 AM to 12:00 PM. This meeting will be a chance to discuss what we learned at the forum and brainstorm about next steps. Improving Access to Oral Health Through Medicaid HCBS Waivers When: Thursday, May 16, 2024, from 11:00 a.m. PT/2:00 p.m. ET ¨C 12 p.m. PT/3:00 p.m. ET Older adults and people with disabilities experience significant poor oral health outcomes. One's income, race, disability, and state of residence all impact access to oral health and oral health outcomes. This is because oral health coverage is not universal and even where coverage is available, older adults and people with disabilities face unique barriers to accessing care to improve their oral health. The inclusion of oral health services in Medicaid Home and Community-Based Services (HCBS) waivers could help to address these disparities and improve oral health outcomes for older adults and people with disabilities. This webinar, Improving Access to Oral Health Through Medicaid HCBS Waivers, will provide an overview of oral health coverage for older adults and people with disabilities, why oral health is so critical to overall health, and the barriers these populations face in accessing oral health care. A look back at the "Reformation"
Thinking about Edsource - and the "reformation" that got us here --- I found this article: https://edsource.org/2014/edsource-symposium-to-tackle-seminal-public-school-reforms/63530 There's nothing mentioned about AE in the article - but lots in the comments. That's how it so often went --- lots of talk about reform -- why it was so "exciting" and important etc. etc. --- but very little talk of Adult Ed -- which was the branch MOST ALTERED by the "reformation" of Public Ed in CA in the wake of the Financial Meltdown. I will NEVER forgive and forget the elimination of State funding for Financial Literacy in Adult Education. So many people were devastated by the Financial crisis of 2008-09. People lost homes, jobs, etc. State response - eliminate free classes that help people navigate, understand, and plan for the inevitable ups and downs of economic life. Sigh --- Okay --- just had to add! So many memories! Not all of them good! But this advocacy work is how I met wonderful folks like Kristen! And why I ended up learning about and running social media for school and advocacy purposes. Cyn
