Dear Senators Newman, Ochoa Bogh, Cortese, Glazer, McGuire, Smallwood-Cuevas and Wilk,

I am an adult school English as a Second Language Teacher (ESL) for West Contra Costa Adult Education, and I am writing in support of AB811, which would allow community college students to increase their skills in language, athletics, the arts and music by allowing up to 3 repeats of a course.?

The adult school where I work is part of the Contra Costa County Adult Education Consortium, which includes Contra Costa College, Diablo Valley College, and Los Medanos College. It is the goal of many of our adult school English as a Second Language students to go on to community college after they improve their language skills in adult school.

AB811 would remove a barrier to community college success for our English as a Second Language students, who sometimes need to repeat language courses in order to attain the ability they need to master the material in their academic courses and demonstrate their understanding. It is crucial that our ESL students attain the level of literacy, oral fluency and writing ability that will allow them to fulfill their full potential, and sometimes that cannot be achieved by taking a course only once, especially if the student receives a barely passing grade the first time through. When ESL students can only take a course once and must go on to the next course, even if they barely understood the material well enough to pass, they may fall farther and farther behind and eventually give up.? This is a tragic waste of their considerable potential.

I also support AB 811 because it allows for increasing skills and provides students with the opportunity?to have a more well-rounded arts education. This is important not only for young adult students preparing for life and careers after college, Courses that AB811 will make repeatable, courses in language, arts and music, are courses that appeal strongly to older adults and lifelong learners.? Providing better educational opportunities for older citizens is in line with the goals of the California Master Plan for Aging, because engagement in learning promotes healthy aging. Contra Costa County has recently recognized the importance of educational opportunities for older adults by awarding a grant to West Contra Costa Adult Education to help us serve seniors better through our Older Adults program.? Providing more access to education for older adults, as AB811 does, should be a growing trend in California as we prepare for our over-65 population to expand significantly in the coming decades.?

For students of all ages, AB811?will promote the courses that reduce stress and encourage creativity so important in our ever changing world.?

AB 811 (Fong), the bill FACCC is co-sponsoring about credit course repetition, is going to the Senate Education committee on July 12th, and we need to make sure it passes! This is another great opportunity for advocacy.? The vote count may be tight, so every call and email would help immensely!

1) FT tenured faculty
2) FT non-tenured faculty
3) PT faculty
4) non credit nearly all PT faculty

The one tier will make one faculty teaching different loads. Come here and share your ideas of how to get there.

Please share? the end of the two tier system with all your friends in Adult Ed.? The CA. Community Colleges are currently a 3 tier system--some point out 4 tier system:
1) FT tenured faculty
2) FT non-tenured faculty
3) PT faculty
4) non credit nearly all PT faculty

The one tier will make one faculty teaching different loads. Come here and share your ideas of how to get there.

This bill will assist older adults who want to take and retake courses in the arts, languages,PE. memoir writing, etc. Sometimes people find it easier to have a template to cut and paste. If any of the following resonates?with you, please feel free to use and or tweak it to suit. Then send it off to:


"As a proud faculty member of the California Community Colleges, I am writing to request that you support AB 811 (Fong). If passed, this bill would help close the opportunity gaps present in education by providing consistent access for students to engage in courses, as well as additional opportunities to achieve better academic outcomes. This bill is an important recommitment to the promise of community colleges as “open access institutions”.


Approximately 62% of community college students are part-time. As a result, these students frequently have responsibilities outside of school that require their attention, which may hinder their ability to succeed in specific courses. AB 811 would allow these students to retake courses in which they have previously received a poor grade up to 5 times and up to 3 times for courses in which they received a satisfactory grade. It is important to pass legislation that reaffirms the importance of supporting nontraditional students– a significant population that the California Community Colleges serve.


AB 811 also recognizes the importance of allowing students to retake courses for enrichment and skill-building purposes. Specifically, this bill would positively impact enrollment in the arts, languages, and physical education courses.? AB 811 would cement these opportunities and increase the accessibility of higher education to students who disproportionately face barriers. It also reinforces the importance of all disciplines of study and contributes to a thriving educational environment.


Thus, I strongly encourage you to vote AYE on AB 811."

Resource to share:?

Older does not equal disabled -- however, there are more disabilities in the older population so it is important to look for information to support our work using that lens.?

The attached images are from the Disaster Strategies website.?

The Partnership for Inclusive Disaster Strategies is led by people with disabilities.?

One more reason that OA classes are important is they are a place where people share information and resources --- including how to prepare and respond to disasters - which are increasing with Climate Change.?

In the past, I've shared info on CAPs - Climate Action Plans. If you dig into them, you will see that older populations and populations with disabilities (these may or may not intersect) are at higher risk for problems in Climate Events.?

Extreme heat is a particular threat to elders - and are looking at extreme heat events this summer - right now in other parts of the US but coming to CA soon.?

EXTENDED DEADLINE! ?There is still time?to order your great-looking Older Adults Education Forever T-shirts! Help?support the cause by wearing a shirt with the OAEF logo!

Attached is the order form/instructions including price list, and a size list (with measurements). ?Please print out the order form, fill it in, and get it to me with your check (in person or by mail) ASAP. ?Postmark should be?no later than Monday, June 26, 2023. (Yes, this is an extended deadline, but this is for real!)

If you are unable to print the form, you can write all the necessary information on a piece of paper and send it with your check.

If you need your shirt to be mailed, please include the estimated postage indicated in the order form. ?(Please contact me for mailing to outside the Bay Area and Central California.)

Please note: ?Any amount you pay over the basic price will be donated to OAEF. ?This includes the rounded up tax cost (less than $1.00 per shirt) and possibly the extra $2.00 shirt charge, IF we get 25 or more shirts in our order! ?We are currently at 16 T-shirts ordered. ?We need a few more orders (especially for multiple shirts) for OAEF to get the $2.00 price break from our?“Union Bug” T-shirt company.






Below is the lettering for the back and the ?logo for the front of the shirt.?The shirt color will be “Tropical Blue,” a light teal color.
