His issue was he had entries from the past that were not marked as uploaded. Those were from a different grid square. He is now importing his contacts and using upload selected instead of upload all not uploaded.

That message is being returned from ARRL's TQSL software, not AC Log, because you have not set up and selected the correct station location when signing and upload those specific records in TQSL.
