The date range for QSOs is set by you when you requested the first certificate and has no relationship to the issue date or expiration date of the certificate itself. It would seem that the fix should be to simply renew your certificate using a start date older than the first QSO ever with that callsign.

When you joined LOTW, you got a certifcate. Mine was from when I was
first licensed, until I joined LOTW, so say a 7 or 8 year span. When
that certificate expired, I got a new one. I forget if it was valid
from the expiration date of the old one, or from the renewal date. It
was good for I think 3 years. I have renewed a couple of times. Once,
I had not uploaded a QSO from the time frame on the old certificate. It
shows the same error and I cannot upload to LoTW.
For example, lets say the QSO was made June 25, the certificate expired
June 30 and the new one starts July 1. Since I didn't upload after June
25 on the old certificate, the new one says it is outside the date
range.

If there is a solution other than ignoring it, I do not know, and I will
not contact ARRL for support. Been down that road and not willing to
take it again.
