No. Having them would simply have increased the chance for accidents, escalation and misuse. Doesn't seem to me they have yet suffered defeat for the lack of them!

Depends upon the event, but I do believe the research should be done to show a level playing field without use of chemical aides.?

Somewhat. There are obvious comparisons, but I also wonder if technology is not in many ways showing us how outmoded the older nationalism and war strategies have become?
