When I got a new Ethernet to USB adapter for my new Surface Book, I got similar results (a device did show up in the device manager without the warning bang symbol, but the connection did not work properly until I downloaded the ethernet mfgr's specific driver. Windows led me to believe it should have worked with it's built in driver, but it didn't. After loading the latest mfgr driver, the NIC adapter worked perfectly as expected.
