Rule Change Discussion: Free Agency

Here is the rule change suggestion I based on Larry's request for Free Agency:
1.? A Free Agency period would be allowed for all teams beginning with Schedule release 3 (currently games 36-51) and end upon the finishing of Schedule Release 4 (currently games 52-65).??
2.? Each team can have 3 Free Agent moves in this period.
3.? Any free agent picked up must be released prior to the next season's draft.
4.? Any play released can no longer be picked up by any other teams until the next season draft when they can be drafted.
