Kenwood TH-D7 question

Someone I know is selling a Kenwood TH-D7 for $225 plus shipping. I have a few
questions.

First, is this model easy to program from the front panel, or is it almost a
must that you program it using a computer and CHIRP or RT Systems software?

Second, I see that it has a built-in TNC. I've never used packet radio or a TNC.
Is that a feature that would be interesting to play around with, and is there
software and an easy way to connect it with a computer running packet or other
software?

Third, should I offer less than this amount. I understand this is a fairly old
model. It looks to be in good condition. I was thinking of offering $200 and the
seller include shipping. But if it's not worth anywhere near that amount, then
maybe it's something I can pass over. I don't need another HT. I have an
Anytone, a Baofeng, and a much older Kenwood HT.

Comments, suggestions, etc. are welcome. Thanks in advance!!!
