It would help to know what operating system you are using - Windows or Linux, and what ham radio software application you are using as well.? I would start like the one gentleman said and check your sound control settings in Windows or Alsamixer in Linux / Debian.?
With the Signal link you adjust everything via the knobs on it.? With the Digirig it is all software control.?
You mention tuner, I think you meant transmitter.? Does the radio key for transmission?? If so your PTT circuit is good if not you need to work on that.?
FLrig does a good job.? Maybe find out if you can use another radio setting if your's isn't listed in the setup.? WSJT-X uses Hamlib behind the scenes if your radio is listed.? If not you can use FLrig by selecting Flrig Flrig in the radio selection.
Hope this helps.? I am not a duty expert on your radio.

the 73linux directory and reentered the command to run 73linux.

I loaded 73 Linux on a laptop and I have a similar problem, I¡¯m not getting any sound on my radio waterfall indicating that my Digirig is putting out a signal. I am doing 2meter packet, and there is no cat control in Flrig for my particular radio. It seems to be on HF radios listed in Frig. The Flrig VOX setting was a major part of Jason¡¯s setup videos for 73 Linux, and seems only to work if your radio is listed in Flrig.

I'm building up another computer for my RV. I've got an RPi 3B+ in a
SmartiPi Touch case with the 7 inch touchscreen. I see that 73Linux is a
ham package for install. Is that a complete distribution, or do I need
to install a basic RaspberryOS first, then do the 73Linux thing? I'm not
really finding a listing of what all 73Linux can do for me. I'd like to
have things like HamClock, fldigi suite, APRS, and a few other odds and
ends.
I'm also looking for suggestions for some kind of audio interface and
12V power supply, preferably in a HAT.
Thanks for any tips and info.

I wanted to update you on my progress with the Webchat / python3 issue. Again thank you for your input. I was able to install Webchat successfully.
However on my install, there was no?~/.conf/pip-.pip.conf file. Specifically no .conf folder but rather a .config folder. In the .config folder there was no pip.conf file, so I opted for the global solution you suggested - add "break-system-packages = true" in the /etc/pip.conf file. This was the fix for me.

1) it's not a Bookworm issue, it's a Python 3 issue.
2) The easiest break-fix is to add " --break-system-packages" to the end of the install line.

I have added the first solution under #3 to my setup new images
scripts for myself. It presets and pre-installs a number of things,
including sendemail, Python Get Gridsquare, openssl, pam
authentication, dos2unix, samba, ntfs-3g, gcc make, git, neofetch (now
removed from debian trixie repos) net-tools, conky, curl and more...
it presets some config files like above, copies other config files
over from a samba share, and otherwise makes my life easier.
