As long as the Pi is in range of your home wifi, it will auto connect to it. Once your home wifi is no longer in range, the pi will generate the hotspot allowing you to connect from your phone/tablet. Two ways to test: 1. Unplug your home wifi (not ideal) and give the pi a few minutes to recognize it can't "see" the home network. 2. Throw the Pi into the car and drive away from the house.
