A question or two. How much Ram does this Rpi3 have, anything less then 4GB will be a
problem and even at 4GB you can expect the make to take a steep slow down at this point.
If it only has 2GB then it will fail. To resolve adding 2GB or more of swap space will be required.
A google search will tell you how to add swap space to a Pi3 or Pi4.

It will build with 1GB of RAM. We just need to increase the swap memory on the Pi during the FLDIGI build. If you are interested in seeing how build a pi does it, take a look at this file. Lines 10-21 expand the swap memory and lines 181-193 reset it to factory defaults.
