Ill take a look but i cant understand why 3 sd cards work in the pi 3's but not the pi 4.?
rfkill may be enabled. BAP typically takes care of this during the build but you can unblock it manually by running
sudo rfkill unblock all
and see if that fixes the issue. Get more info on rfkill by running
man rfkill
