Not sure how useful they are but there are a couple of APRS command line tools on github that may be?useful, you'd probably also need to pair them with Direwolf.
ewpratten/aprs-bcn: Command-line tool for sending out APRS-IS beacons
chickadee | F# for APRS (ham radio)
and possibly
delqn/aprs_client: APRS packet parsing and ingestion tools.
But I think that has other dependencies which you will need to satisfy.??
I was only aware of them as I was considering the pi zero route but was gifted an pi 3b+ when a friend was upgrading so didn't need to go there.
Best of luck, I would love to know if you come up with a good solution as a pi zero should make for a simple low power feild deployment.
